Kanpur: Chief Development Officer/Member-Secretary, District Groundwater Management Council, Kanpur Nagar, Deeksha Jain, on Monday informed that under the Uttar Pradesh Groundwater (Management and Regulation) Act, 2019, emphasis was laid on groundwater conservation and augmentation to ensure conservation, control, and sustainable management of groundwater regulation in the state, especially in groundwater-stressed rural and urban areas.She said that provisions were made for obtaining NOC/registration for groundwater extraction by all industrial, commercial, infrastructural, RO plant, and collective groundwater users. In addition, registration of all drilling agencies involved in underground well construction was made mandatory.All industrial, commercial, infrastructural, RO plant, and collective groundwater users (establishments such as hotels/lodges/residential colonies/resorts/private hospitals/nursing homes/business sectors/shopping malls/marriage homes/drinking water plants/slaughterhouses/vehicle washing centres, etc), including existing and proposed groundwater users, are hereby informed through this notice that under section 39 of the Uttar Pradesh Groundwater Act, 2019, any person/group/institution found guilty of extracting groundwater without registration/No Objection Certificate is liable to a fine ranging from Rs 2 lakh to Rs 5 lakh, or imprisonment from 6 months to one year or both, the CDO informed.The groundwater users of the above-mentioned categories are directed to ensure that they obtain registration/No Objection Certificate by applying online on the website “https://niveshmitra.up.nic.in.” Directions are issued to operate businesses/industries in compliance with the provisions contained in the Groundwater Act,2019 to ensure groundwater conservation, augmentation, and sustainable management of groundwater regulation.
