BENGALURU: As the state stares at a potential drought, with monsoon rainfall running 60% below normal in several taluks, chief minister DK Shivakumar faces an administrative and political challenge that carries striking echoes of his mentor, the late SM Krishna.Shivakumar has already sounded the alarm, advising farmers to delay sowing and warning that reservoir water should be conserved for drinking. The crisis has brought rural distress back to the centre of Karnataka’s political discourse, reviving memories of the 1999–2004 period.
For Congress veterans, the parallel is inescapable. Krishna’s tenure as CM coincided with successive, devastating droughts. While his administration successfully laid the foundation for Bengaluru’s global tech stature, political opponents weaponised this success. They branded Krishna an urban, “suit-boot” CM who prioritised IT hubs over parched farmlands. This perception proved electorally fatal; despite global acclaim, rural anti-incumbency led to a major Congress setback in the 2004 assembly elections.For Shivakumar, this history is intensely personal. Krishna was his political mentor, who elevated him within party ranks. Today, that political lineage is cemented by family ties: Shivakumar’s daughter is married to Krishna’s grandson.Now, Shivakumar finds himself in an identical balancing act. He is aggressively pushing ambitious mega-infrastructure projects for Bengaluru while simultaneously managing a brewing agrarian crisis. The core political challenge remains unchanged: Ensuring that a focus on the capital does not alienate rural Karnataka.However, the battlefield has evolved. Political strategist MB Maramkal notes that the two eras are fundamentally different. “Today, Karnataka possesses vastly superior drought-management systems, enhanced weather forecasting, expanded irrigation networks, and robust welfare safety nets to cushion the rural economy.”Even so, with millions still dependent on agriculture, prolonged rainfall deficits quickly ignite political dissatisfaction. Should the monsoon falter over the next couple of months, Shivakumar’s administrative grit will face its ultimate test.
