Gurgaon: Nearly all notices issued under special intensive revision (SIR) of Gurgaon’s electoral rolls have been delivered, but a massive number of pending hearings and adjudications remains, with just five days left before the process closes, official data till Sept 23 shows.Of the 4,75,477 notices generated in the district, 4,74,676 have been delivered, leaving just 801 pending delivery. But at the next stage, 36,102 cases are still pending for hearing: 30,737 where the hearing date has lapsed, and 5,365 where the rescheduled date has also lapsed.A further 3,06,421 (64.5%) cases are awaiting decision at the district election officer (DEO) level, of which 2,90,388 have been pending for more than five days. This is a separate processing-status measure, not an additional set of hearings, and it reflects how much of the DEO-stage workload has gone unresolved.Gurgaon accounts for 10.6% of the 44,91,462 notices issued across Haryana, the second-highest after Faridabad’s 6,83,750. Mahendragarh generated the fewest, at 1,23,415.Statewide, delivery is nearly complete too — 44,87,798 of 44,91,462 notices delivered, with only 3,664 pending. But 6,33,993 hearings remain pending, or 14.12% of all notices issued. Gurgaon’s pending-hearing rate of 7.59% is actually lower than the state average, but the sheer volume of notices generated here means the pendency still exceeds 36,000 hearings.The notices are part of the post-draft phase of SIR, in which entries flagged for further verification are taken up for scrutiny. “A notice is not equivalent to deletion from the electoral roll. It is part of the process through which an elector can respond and establish eligibility where verification is required,” said an election officer, adding that notices are system-generated based on the draft electoral roll.That distinction is especially relevant in Gurgaon, where the draft roll published on July 31 showed a sharp fall in the electorate — from 15,55,034 before SIR to 11,01,955, a reduction of 4,53,079, or about 29%. Statewide, the pre-SIR electorate stood at 2,06,55,929; by July 24, 1,72,72,627 electors — 83.61% of the total — had submitted enumeration forms.Gurgaon’s large pre-SIR-to-draft-roll gap, combined with its high notice volume, makes it a key district to watch in the exercise. With over 99.8% of its notices already delivered, the pressure has clearly shifted from service of notices to hearings, verification and disposal.The claims-and-objections window closes Sept 30, with disposal scheduled by Oct 28 and the final electoral roll due Nov 6. “Gurgaon has also scheduled special camps on Sept 26 and 27, when BLOs will be available at polling stations to receive claims and objections,” said deputy commissioner Uttam Singh.
