Tamil Nadu’s spiral: From welfare to freebies

Mumbai: When Tamil Nadu chief minister CN Annadurai announced ‘three padi’ (4.5 kg) of rice at Re 1 at ration shops for families in 1967, it was hailed as a welcome move for a welfare state. In 59 years, the welfare model has turned Tamil Nadu into a freebie state as everything from cash to refrigerators, cooking oil, pulses, sugar and cooking gas cylinders are now being offered to the state’s 85.8 million population in order to secure their votes.

The ruling DMK has stepped up its outreach by depositing Rs 5,000 for women under the Magalir Urimai Thogai (women’s entitlement amount) scheme. While the entitlement is Rs 1,000 a month, the government paid Rs 3,000 covering February, March and April, along with a one-time Rs 2,000 “summer relief”. The party has said it will increase the monthly payout to Rs 2,000 if re-elected.

It has also proposed a one-time Illatharasi (housewife) coupon of Rs 8,000 for household purchases if it returns to power. Monthly pensions for senior citizens and widows are set to be raised from Rs 1,000 to Rs 2,000.

Under the Pudhumai Penn and Tamil Pudhalvan schemes, assistance for unemployed graduates is to be increased to Rs 1,500 a month. The party has also announced free laptops for 3.5 million students. Women have already been allowed free travel in state-run buses since 2021.

The opposition AIADMK has matched or exceeded several of these promises. It has pledged Rs 2,000 a month for women and a one-time Rs 10,000 cash transfer if voted to power. The party has also promised a free refrigerator for every family and five free LPG cylinders. Leader Edappadi Palaniswami said essentials such as rice, sugar, cooking oil and pulses would be provided free for families through ration shops.
On transport, while the DMK highlights free bus travel for women, the AIADMK has proposed extending the benefit to men, effectively making travel free for all passengers on state buses.Realising that his star power alone is not sufficient to win the polls, actor Vijay, making his political debut, has also promised six free LPG cylinders if his party forms the government.

The surge in welfare commitments comes amid mounting fiscal pressure. Tamil Nadu’s outstanding debt is projected to reach Rs 10.71 lakh crore for 2026-27. The state’s annual interest burden has shot up in 10 years from Rs 17,391 crore in 2015-16 to Rs 62,456 crore, with a significant share of revenue going towards debt servicing.
