Ranchi: State finance minister Radha Krishana Kishore on Saturday urged the Centre to restore the right of state govts to impose cess on mining products, sought compensation for revenue losses after the implementation of GST, and sought reinstatement of the 90:10 Centre-state funding ratio under the VB G Ram G scheme.Kishore, addressing a two-day programme organised by Union finance ministry titled Viksit Bharat Ki Yatra Mein Vitposhan in New Delhi, said India’s goal of becoming a developed nation required rising above politics and extending special economic assistance to backward states.He said Jharkhand faces a possible loss of up to Rs 22,000 crore because of changes in mines and minerals policy and other tax policies. At the same time, he pointed out that NITI Aayog has listed Jharkhand among achiever states for its financial accomplishments.“The target of a developed India should not be limited to building a strong economic system but must also include an egalitarian and empowered society. Data on per capita income, GDP and manufacturing output would be incomplete without a comprehensive assessment of the economic and social condition of society,” he said.Kishore said poverty eradication programmes must become more effective at the ground level. He also stressed the need to increase financing for irrigation, dairy, pisciculture and animal husbandry, noting that 70% of India’s population lives in villages and 50% depends on agriculture for livelihood.
