Srinagar, Aug 6: More than 35,961 houses have been completed and handed over to beneficiaries in Jammu and Kashmir under the Pradhan Mantri Awas Yojana-Urban (PMAY-U), while 43,907 houses have been grounded, the Union Government informed the Lok Sabha on Thursday.
According to data tabled by the Ministry of Housing and Urban Affairs (MoHUA) in the Lok Sabha, a total of 42,584 houses have been sanctioned under PMAY-U in Jammu and Kashmir. In addition, 3,398 houses have been approved under PMAY-U 2.0. Together, the two phases account for 43,907 grounded houses, of which 35,961 have been completed and delivered to eligible beneficiaries across the Union Territory.
The Centre has approved ₹734 crore as Central assistance for Jammu and Kashmir under the scheme, of which ₹544 crore has already been released, the ministry said.
The information was provided by Union Minister for Housing and Urban Affairs Manohar Lal in a written reply to a question raised by K. Gopinath in the Lok Sabha.
In his reply, the minister said that land and colonisation are State subjects, and housing schemes for citizens—including those belonging to the Economically Weaker Sections (EWS), Low Income Groups (LIG), migrant workers and semi-urban households—fall within the domain of the respective State and Union Territory governments.
He noted that data on homelessness, housing availability and housing quality is collected through the decennial Census. According to the 2011 Census, out of India’s urban population of 37.7 crore, around 9.38 lakh people were homeless, while 17.4 per cent of the urban population lived in slums.
Manohar Lal said that the Ministry has been implementing PMAY-U since June 25, 2015, with the objective of providing all-weather pucca houses equipped with basic civic amenities to eligible urban beneficiaries across the country.
Drawing on the experience of the original scheme, the Centre launched PMAY-U 2.0 – Housing for All Mission on September 1, 2024, with the aim of supporting one crore additional eligible urban beneficiaries over the next five years.
The revamped scheme is being implemented through four verticals: Beneficiary-Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and the Interest Subsidy Scheme (ISS).
The minister further informed the House that 111.48 lakh houses have been sanctioned under PMAY-U, while 16.20 lakh houses have been sanctioned under PMAY-U 2.0 across the country. He said the scheme follows a demand-driven approach, with no fixed state-wise targets.
The minister added that PMAY-U and PMAY-U 2.0 together are expected to sanction more than two crore houses, exceeding the housing demand assessed during the survey.
To improve beneficiary identification, he said, eligible citizens can also apply through the Unified Web Portal of PMAY-U 2.0. Applications are verified by the respective States, Union Territories and Urban Local Bodies in accordance with the scheme’s eligibility criteria before beneficiaries are selected.
