Kullu: The 19-year-old girl, who alleged sexual harassment and ragging at the hands of her teacher and three female students at the Dharamshala govt college, and died last year in Dec, suffered from schizophrenia, a report by a medical board of expert doctors, which was constituted to probe the exact cause of the victim’s death, revealed.According to the medical board report, which was submitted to the District and Sessions Court, Dharamshala, by the police during the anticipatory bail plea hearing of the accused in the case on Feb 17, “the deceased had longstanding behavioural symptoms, most likely a primary psychotic illness of Schizophrenia Spectrum and related disorders and later on superimposed with features of Encephalitis-like illness.“
The court, while granting bail to the teacher and two students, observed that a medical report by Dr Rajendra Prasad Govt Medical College and Hospital, Tanda, and submitted by the investigating agency, stated that the deceased had some underlying psychiatric illness. “The symptoms which were observed by various psychiatrists at different hospitals during her hospitalisation included irrelevant talk, decreased sleeping, trying to harm herself and her family members, shivering, impaired orientation, tremors, crying episodes, visual hallucinations, aggressive behaviour, excessive religiosity, delusions of persecution, etc,” read the court order by sessions judge Chirag Bhanu Singh.The court order further stated that, in his statement recorded under section 173 of the BNS, the father of the deceased girl said that she was ragged on Sept 18, 2025. However, as per the call detail records, she was not present in the college or near it on that day. The deceased failed 3 subjects in the 1st year, and she never visited the college after July 29, 2025, after failing to get admission in the second year, the order stated. One of the student accused was also not in Dharamshala from August 16, 2025, to Sept 25, 2025.The court observed that 1 of the videos implicating the teacher was made in October 2025, when she was admitted to the Mahajan Medicity Hospital, Pathankot, and was treated for some mental disorder. In another video, which the deceased made herself, she called her teacher a nice person, the court order stated. Pulling up the police for “failing to collect anything conclusive to test the truthfulness of the 2 video clips, 1 of which implicates the teacher and other absolves him,” the court observed that “there is nothing on record to remotely show on whose phone the clips were captured, when and where these were made, and the authenticity of the same.” “Somehow the investigators have not centred around the video clippings allegedly made by the deceased, even though these were the very basis of the police case against the teacher and students,” the order stated.The order further stated that in case the investigating agency found incriminating material against the accused, it could add a severe section to the FIR. It may be mentioned that, acting on the complaint filed by the deceased girl’s father, the police on January 1 registered a case against a college professor and 3 girl students under Sections 75 (sexual harassment), 115(2) (causing hurt), and 3(5) (common intention) of the BNS, and section 3 of the Himachal Pradesh Educational Institution (Prohibition of) Ragging Act 2009. The police case came after a video went viral on social media in which the deceased victim purportedly alleged that the accused teacher, who was suspended, touched her inappropriately.
