The PIL was filed on August 20, 2025, by high court lawyer Kanhayalal Sharma, seeking directions to the state authorities to enforce the Supreme Court’s mandate on Living Wills

Ranchi: The Jharkhand High Court on Tuesday directed the tourism secretary and Ramgarh deputy Commissioner to appear in person for non-compliance of orders of the High Court to beautify the Maa Chinnamastika Temple in Rajrappa.A division bench of Justices Sujit Narayan Prasad and Sanjay Prasad while hearing a petition observed that the High Court had earlier in September 2023 directed the govt to ensure beautification of the Chinnamastika Temple and its premises in Rajrappa under Ramgarh district.The district administration as well as tourism department have failed to comply with the directions and facilities for devotees have not been implemented, the court observed. The division bench directed the tourism secretary, and the Ramgarh Deputy Commissioner to appear on March 18.Earlier, in course of hearing High Court observed that the order was passed to ensure betterment of facilities in the temple campus, and to provide proper safety and protection to the devotees and tourists visiting the place. In the recent times, there have been several accidental deaths in and around the temple which is adjacent to the Bhairavi River. No proper safety arrangements have been made on the banks of the river due to which many people have lost their lives, the court was informed.The court while having heard the matter earlier in 2023 had directed the Jharkhand Tourism Development Corporation and Ramgarh district administration to ensure beautification of the temple and its premises, make permanent bathing ghats with adequate safety enclosures, kiosks for changing clothes by devotees after taking their bath, adequate number of lavatories, medical facilities, availability of drinking water and removal of encroachments to name a few.
