NEW DELHI: Delhi govt will set up a policy think tank on the lines of NITI Aayog, called Delhi Institutional Think Tank for Innovation or DITI Aayog, to make policy formulation more focused and suited to the capital’s needs, chief minister Rekha Gupta said while presenting the 2026-27 budget on Tuesday.“To make policy-making more focused and Delhi-centric, a DITI commission will be established on the lines of NITI Aayog,” the CM said. She later told TOI that the structure and terms of reference of the proposed body would be finalised soon.
The institution is likely to be chaired by an MLA and supported by a team of bureaucrats. However, a decision will be taken after the draft of the body’s composition is prepared and considered by the Delhi cabinet.The announcement was part of a broader governance push centred on decentralisation, digitalisation and transparency. Govt has proposed an allocation of Rs 4,304 crore for the revenue department in 2026-27 to drive these reforms.It has outlined a series of digital initiatives, including the CM Jan Sunwai portal, a comprehensive asset management system, and the CM Pragati portal for monitoring projects above Rs 5 crore. An Integrated Financial Management System is also being developed to streamline financial operations and enhance accountability.The chief minister said Delhi plans to introduce a paperless and faceless property registration system at the sub-registrar level, similar to passport services. Funds have also been allocated for an emergency operations centre under the Delhi Disaster Management Authority and for expanding judicial infrastructure.The chief minister said mini-secretariats would be set up in all 13 districts for integrated public services. The first such facility in Dwarka has been approved at an estimated cost of Rs 213 crore, with Rs 100 crore earmarked for construction in the next financial year. Gupta said that every property in Delhi would be assigned a unique identification number, or “Bhu-Aadhaar”, and land records would be digitised through the NGDRS portal.The Centre has approved the separation of Delhi govt’s public account from its own, a move expected to improve financial autonomy.
