Patna: The Directorate of Enforcement (ED), Patna zonal office, has filed a supplementary prosecution complaint against Om Prakash Pandey, proprietor of M/s Balajee Enterprises, and others in connection with the alleged irregular procurement of medicines and medical equipment at Patna Medical College and Hospital (PMCH) during the financial years 2008-09 and 2009-10.The complaint was filed before the special court under the Prevention of Money Laundering Act, 2022 (PMLA) in Patna as a continuation of the prosecution complaint that was filed on Aug 28, 2022.According to the ED officials on Tuesday, the investigation originated from an FIR and chargesheet registered by the Vigilance Investigation Bureau, Patna, against former PMCH superintendent Dr Om Prakash Chaudhary and others under various sections of the Indian Penal Code and the Prevention of Corruption Act, 1988.The agency alleged that during 2008-09 and 2009-10, PMCH officials, in connivance with several suppliers, procured medicines, chemical reagents and medical equipment at prices higher than those prescribed by the State Health Society and the State Drug Controller. The purchases were also allegedly made in quantities far exceeding the actual requirement, resulting in an estimated loss of about Rs12.63 crore to the govt.The ED said it had earlier attached movable and immovable properties worth around Rs3.14 crore linked to accused former PMCH superintendent; Dr Vinod Kumar Singh (former deputy superintendent, PMCH); Dr Ganesh Prasad Singh (former in charge of pharmacy, PMCH); Amit Kumar Dhandhania and Bimal Dalmia (surgical equipment suppliers) and their family members. A prosecution complaint in that case was subsequently filed in 2022.Further investigation led to the identification of additional proceeds of crime amounting to approximately Rs3.01 crore, allegedly generated by suppliers through inflated pricing and excess procurement. These assets were provisionally attached on May 7, 2025, and the attachment was confirmed by the PMLA Adjudicating Authority on Oct 9, 2025.
