Patna: CM Samrat Choudhary on Saturday said Bihar had introduced a real-time monitoring system for timely action in cases involving missing children and persons, adding that more than 1,200 missing children had been rescued under the system.Addressing the Eastern Zonal Conference-cum-consultation on missing children and human trafficking at Gyan Bhawan, Samrat said the Bihar govt had adopted a zero-tolerance policy towards human trafficking and was committed to prevention, swift action against traffickers and rehabilitation of victims.He said the govt’s objective was not limited to rescuing people from traffickers but also included their rehabilitation, skill development, employment and reintegration into society with dignity. Local employment and skilling opportunities were being expanded to reduce vulnerability to trafficking, he added.Judges of the Patna high court and representatives from Bihar, Jharkhand, West Bengal and Odisha attended the conference, where discussions focused on tracing missing children, preventing trafficking, rehabilitating victims and strengthening coordination among states.Samrat said the disappearance of children and trafficking of vulnerable people were matters of serious concern. The state govt’s priority was to create a safe environment, prevent trafficking and bring survivors into the mainstream. Employment and skill development needed special attention as safe livelihood opportunities could significantly reduce trafficking risks, he said.He said the “Naya Savera 3.0” campaign was strengthening awareness, prevention, rescue and rehabilitation measures. Every rescued person, he said, should receive not only immediate relief but also an opportunity to lead a self-reliant life through skills, employment and dignity.Samrat said Bihar would work with neighbouring states, police, administration, judiciary and social organisations to curb trafficking and ensure the safety of children and vulnerable sections. A Special Juvenile Police Unit has also been formed in the state.He also linked migration with trafficking prevention, saying industrial growth would create jobs, reduce migration and strengthen economic empowerment. He said memorandums of understanding worth about Rs 51,000 crore had recently been signed with steel industry groups for investment. The govt wanted to create opportunities within Bihar and encourage people to return “from their workplace to their homeland”.
