Panaji: St Andre MLA Viresh Borkar has formally filed a breach of privilege notice against Goa Legislative Assembly Speaker Ganesh Gaonkar, alleging serious procedural violations and what he described as a “pre-determined” conduct of proceedings during the budget session, which ultimately had to be curtailed on March 16.Borkar, in his notice submitted on March 21, stated that the speaker failed to correctly and appropriately apply Rule 290 during the morning sitting, thereby allowing what he termed an “inadmissible and prolonged” discussion on the model code of conduct in view of the Ponda assembly byelection notification.The budget session was curtailed on March 16 following imposition of code of conduct for Ponda bypoll scheduled for April 9.
