Shillong: The Garo Hills Autonomous District Council on Monday approved an amendment to the Assam and Meghalaya Autonomous District (Constitution of District Councils) Rules, making Scheduled Tribe certificates mandatory for candidates contesting council elections.The amendment was passed on the opening day of a two-day special session in Tura and will now be sent to the governor for assent before taking effect.Established in 1952, the GHADC has moved to amend the rules after 74 years, formally requiring ST certification for those seeking election to the tribal council.“This decision will strengthen true representation of our Garo people, ensuring leadership by those who understand the aspirations, traditions, and future of our community,” chief ninister Conrad K Sangma said.Sangma, who is also president of the ruling National People’s Party, joined large crowds in Tura celebrating the decision. The move comes amid long-standing resentment over the eligibility of non-tribal candidates to contest council elections.“The district councils have always been meant for the tribals of the region, and hence it is important that such conditions are brought in,” Sangma said. He added, “I am sure that all our non-tribal friends will understand that this council is meant for the tribals of the region and there will be cooperation from all sides.”The decision follows unrest in the Garo Hills between March 9 and 12 after non-tribal candidates filed nominations for the council polls.Amid escalating protests and violence that left two people dead, the state govt postponed the GHADC elections scheduled for April 10 and extended the council’s term by six months until Oct. 18.Political changes followed within the council. Then chief executive member Albinush Marak of NPP resigned on March 16. Dhormonath Sangma, also of NPP, was unanimously elected the new chief executive member and formed a fresh executive committee.
