Uttar Pradesh, with its vast geographical expanse, population of more than 240 million and rapidly expanding urban and industrial centres, faces a transportation challenge unlike that of any other state in India. Mobility in the state is not merely about moving people from one place to another; it is directly linked with employment, education, healthcare, trade, tourism, agriculture and the overall growth of the economy.Over the past nine years, the Uttar Pradesh government has therefore placed increasing emphasis on transforming the transport sector from a conventional regulatory system into a modern, technology-driven and environmentally conscious mobility ecosystem. The transformation is visible in several areas—from the replacement of ageing vehicles and expansion of electric mobility to the rejuvenation of the state roadways fleet, modernisation of bus terminals and stronger road-safety mechanisms.Three developments particularly illustrate this transformation

Uttar Pradesh leads India in vehicle scrapping
One of the most significant changes in the state’s transport ecosystem is the aggressive implementation of the national vehicle scrappage programme. Old and unfit vehicles pose a double challenge. They are generally more polluting and less fuel-efficient, while vehicles that have deteriorated mechanically can also create road-safety risks.The Vehicle Scrappage Policy seeks to address both problems by encouraging the systematic removal of old, unfit vehicles and their replacement with safer and cleaner vehicles. Uttar Pradesh has emerged as the country’s biggest contributor to this programme.According to data reported in August 2026, more than 1.97 lakh vehicles had been scrapped in Uttar Pradesh, accounting for approximately 48.5 per cent of more than 4.07 lakh vehicles scrapped across India up to July 31, 2026. This makes UP the clear national leader in vehicle scrapping.The scale is particularly significant because Uttar Pradesh has one of India’s largest vehicle populations. Successful implementation of scrappage in such a large automobile market therefore has implications well beyond the state. It can reduce the presence of excessively old vehicles on roads, encourage fleet renewal and stimulate demand for newer, more efficient vehicles.The Centre has also been strengthening the institutional framework surrounding the scrappage programme. As of January 30, 2026, 129 Registered Vehicle Scrapping Facilities (RVSFs) were operational across 21 States and Union Territories, and more than 4.30 lakh vehicles had been scrapped nationally through these facilities.For Uttar Pradesh, leadership in scrappage is therefore not simply a statistical achievement. It represents a transition towards a cleaner, safer and more modern vehicle ecosystem.
The youngest bus fleet in the country
The second major achievement is the rejuvenation of public transport. For decades, the image of state road transport in many parts of India was associated with ageing buses, frequent breakdowns and outdated passenger facilities. Uttar Pradesh has attempted to change that perception through sustained investment in the UPSRTC fleet.As of August 2026, the average age of buses in Uttar Pradesh was reported at just five years and three months, making it the youngest bus fleet among Indian states, according to the state’s Transport Minister. This is a particularly important achievement for a state in which roadways buses serve a huge and diverse population. Public buses remain essential for students, workers, women, senior citizens and residents of smaller towns and rural areas who may not have access to private vehicles.Fleet renewal also has a direct impact on passenger experience. Newer buses generally offer improved fuel efficiency, better reliability, greater passenger comfort and enhanced safety features. They also provide an appropriate platform for introducing modern technologies such as GPS tracking and emergency-response systems.The state government has simultaneously accelerated the introduction of electric buses. The government had approved an investment of Rs 3,000 crore for electric buses, while in August 2026 another Rs 400 crore was approved for procurement of 250 new electric buses.Thus, fleet modernisation is being pursued on two fronts: replacing old conventional buses with newer buses and gradually introducing zero-emission electric buses.
Uttar Pradesh’s expanding EV charging ecosystem
The transformation of transportation cannot be complete without infrastructure for electric vehicles. Uttar Pradesh has consequently emerged as one of India’s major centres for EV charging infrastructure.According to Ministry of Power data cited by the Ministry of Heavy Industries, 2,326 public EV charging stations were installed in Uttar Pradesh as of August 1, 2025. At that point, UP ranked third among states in the number of public charging stations, behind Karnataka and Maharashtra. The number of EV charging stations recorded nationally subsequently stood at 29,151 in December 2025, with Uttar Pradesh accounting for 2,316 of them in the latest state-wise figures released by the Ministry of Heavy Industries. Of these, 540 were classified as fast chargers and 1,776 as slow chargers.Under the FAME-II framework, Uttar Pradesh had 937 approved chargers, of which 456 were operational as of March 1, 2026. These figures indicate that electric mobility is no longer confined to a handful of metropolitan centres. Charging infrastructure is progressively spreading across the state, creating the foundation for greater adoption of electric cars, three-wheelers, buses and commercial vehicles.The state’s policy framework has also sought to encourage private investment. The Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy, 2022 provides capital subsidy support for charging stations and battery-swapping stations and envisages making government land available for charging infrastructure under a revenue-sharing model.The importance of this policy extends beyond transport. A robust EV ecosystem can create opportunities in automobile manufacturing, battery technology, charging infrastructure, renewable energy, logistics and services. With its enormous consumer market and growing industrial base, Uttar Pradesh is well positioned to become both a major EV-user state and a manufacturing hub.
From bus stations to modern mobility hubs
Transport modernisation is also changing the infrastructure through which passengers experience public transport. The state is developing 23 bus terminals on airport-like standards, while a number of other terminals are being upgraded or planned. Major projects include a modern bus depot in Gomti Nagar costing more than Rs1,000 crore, a modern bus terminal in the Amausi area with an estimated investment of Rs600 crore and another terminal near Charbagh Railway Station involving around Rs250 crore.In August 2026, approval was also reported for more than six additional bus terminals involving investment of more than Rs 4,000 crore, while tendering was underway for 49 bus terminals. This represents a fundamental shift in the concept of a bus stand. Modern terminals can function as integrated passenger hubs with better waiting areas, sanitation, information systems, commercial facilities, parking and connectivity with other modes of transport.For a state that is rapidly urbanising, such infrastructure is essential. Cities such as Lucknow, Kanpur, Varanasi, Prayagraj, Gorakhpur, Agra and Meerut are developing increasingly complex mobility requirements, while smaller cities are also witnessing rising passenger volumes.
Road safety becomes a central priority
Modern vehicles and infrastructure must ultimately translate into safer journeys. Road safety has consequently become another important focus of the Transport Department.The state has been expanding the use of Automated Testing Stations (ATS) to improve the fitness testing of vehicles and reduce the subjectivity associated with manual inspections. Uttar Pradesh has been reported as the country’s second-ranked state in terms of establishment of Automated Testing Stations. It also ranks third in issuing driving licences, according to the Transport Minister’s August 2026 assessment.The government has also approved 352 posts of Motor Vehicle Inspectors, expanding the department’s inspection capacity. In addition, the deployment of ARTO-level officers specifically focused on road safety has been approved, a move intended to strengthen institutional responsibility for accident prevention. The objective is gradually shifting from merely regulating vehicles after they enter the road to creating a system in which vehicle fitness, driver competence and road safety are continuously monitored.
Technology-driven public transport
Technology is increasingly becoming an integral part of public transport operations in Uttar Pradesh. UPSRTC buses have been equipped with GPS and panic buttons, while online tracking enables authorities to monitor buses in real time. The buses have also been connected with the state’s 1090 women-safety system.Such systems can make public transportation more accountable. GPS-based monitoring can help track vehicle movement, improve route management and assist in responding to emergencies. Panic buttons can provide passengers and crew with an additional safety mechanism.The broader digital transformation of the Transport Department is similarly important. Online vehicle registration, driving licence services, permits, fitness certification and other services can reduce physical visits to government offices while making regulatory processes more transparent.The use of technology also creates the possibility of better data-driven transport planning. Information on vehicle registrations, routes, traffic patterns, accidents, vehicle fitness and public transport operations can help the government identify problem areas and allocate resources more effectively.
Public transport with a social dimension
Transportation policy in Uttar Pradesh is increasingly being linked with social inclusion. A notable example is the Lokmata Ahilyabai Matrushakti Yatra, under which women aged 60 years and above have been provided free travel on UP Roadways buses. With more than 14,000 corporation buses involved, the initiative gives elderly women greater mobility and can make access to healthcare, family networks, religious places and other essential services easier.This reflects a broader understanding of public transport: a bus is not merely a vehicle but an instrument of social and economic mobility.For women in particular, reliable and safe public transport can expand access to education, employment and markets. For senior citizens, it can reduce dependence on family members. For rural populations, roadways connectivity can determine whether essential services are within practical reach.
From connectivity to economic growth
The importance of the Transport Department is ultimately tied to Uttar Pradesh’s larger economic ambitions.Uttar Pradesh is seeking to become a major manufacturing, logistics and investment destination. This requires dependable movement of workers, raw materials and finished goods. Industrial corridors, expressways, airports, railway networks and urban transport systems need to work together with road-based public transport.The Transport Department therefore occupies a crucial position in this economic transformation. A modern fleet improves worker mobility. Electric vehicles reduce dependence on fossil fuels. Vehicle scrappage removes inefficient and unsafe vehicles. Automated testing improves roadworthiness. Digital systems increase transparency. Modern terminals improve the passenger experience.
A new direction for Uttar Pradesh mobility
The story of Uttar Pradesh’s transport transformation is therefore larger than any single statistic. Being the country’s leading state in vehicle scrapping demonstrates the willingness to remove obsolete vehicles from the road. Having thousands of public EV charging stations demonstrates that the infrastructure for the next generation of mobility is being created. Having a bus fleet with an average age of only five years and three months demonstrates that public transport itself is undergoing renewal.At the same time, modern bus terminals, electric buses, automated testing stations, GPS tracking, panic buttons, strengthened road-safety personnel and digital services are adding new dimensions to the system.Uttar Pradesh’s sheer scale means that even incremental improvements can produce enormous benefits. If the present trajectory of fleet modernisation, green mobility, vehicle scrappage, infrastructure development and technology adoption continues, the state can build a transport system that is not only larger but cleaner, safer, smarter and more passenger-centric.The transformation underway is consequently not just about new buses or new terminals. It is about creating a new mobility culture for India’s largest state—one in which public transport is modern, old vehicles are responsibly retired, electric mobility is supported by adequate infrastructure, technology enhances safety and transportation becomes a stronger foundation for inclusive economic growth.
