In a proud moment for Uttar Pradesh and a landmark achievement for eastern Uttar Pradesh, Bansgaon development block of Gorakhpur district has been ranked Number One in NITI Aayog’s Aspirational Blocks Programme (ABP) Delta Rankings for the January–March 2026 quarter.The block secured the first position in Northern India (Zone-2) with a perfect 100 per cent weightage across all evaluated parameters and has been awarded a cash prize of Rs 1.5 crore. NITI Aayog CEO Nidhi Chhibber formally communicated this outstanding result through a letter addressed to the Chief Secretary of Uttar Pradesh.The recognition has brought immense pride not only to Gorakhpur but to the entire state, reinforcing the impact of focused, inclusive development under the leadership of Chief Minister Yogi Adityanath.Gorakhpur district administration has attributed the success entirely to the continuous guidance and prioritisation of inclusive development by Chief Minister Yogi Adityanath and his broader vision towards the development of the state over the last nine years. It was the result of coordinated efforts at the district and block levels, translating policy intent into measurable on-ground outcomes.

A Programme Designed for Last-Mile Transformation

NITI Aayog’s Aspirational Blocks Programme, launched by the Prime Minister in January 2023, seeks to improve ease of living, quality of life and overall living standards in some of India’s most underdeveloped blocks. The programme works through the three pillars of Convergence of Central and State schemes, Collaboration among officials, and healthy Competition driven by transparent rankings.The programme rests on three core pillars: Convergence of Central and State schemes, Collaboration among officials at different levels, and healthy Competition through transparent ranking. Its goal is clear—to improve the ease of living, enhance the quality of life, and raise overall living standards through inclusive, data-driven development.Block officials are positioned as “Leaders of Change”, empowered with skills, resources and monitoring tools to drive transformation at the last mile.Progress is measured through approximately 39–40 Key Performance Indicators (KPIs), grouped under five thematic areas, each carrying specific weightage:

  • Health & Nutrition (30 per cent): Indicators include early antenatal care registration, institutional deliveries, reduction in low-birth-weight babies, and nutritional outcomes under schemes of the Ministries of Health & Family Welfare and Women & Child Development.
  • Education (30 per cent): Focus on learning outcomes, school infrastructure (including girls’ toilets and facilities for children with special needs), teacher training, and board examination performance.
  • Agriculture & Allied Sectors (20 per cent): Formation of Farmer Producer Organisations (FPOs), coverage under PM-KISAN with proper land and Aadhaar seeding, groundwater management, and livestock-related interventions.
  • Basic Infrastructure (15 per cent): Household tap water connections, Open Defecation Free (ODF) Plus villages, BharatNet connectivity, and housing under PMAY-G.
  • Social Development (5 per cent): Financial inclusion, digital access, and other social empowerment measures.

These indicators cover critical areas such as early antenatal care, institutional deliveries, nutritional outcomes, school infrastructure and learning levels, formation of Farmer Producer Organisations, coverage under schemes like PM-KISAN, household tap water connections, sanitation, digital connectivity and financial inclusion.Rankings are primarily “delta” rankings that measure incremental progress, encouraging continuous improvement even in blocks that start from a lower base.

Bansgaon’s Perfect Score in the January–March 2026 Quarter

Bansgaon delivered outstanding performance across every one of the 39 KPIs and achieved 100 per cent weightage. District Magistrate Deepak Meena noted that this result demonstrates Gorakhpur’s ability to set new national benchmarks in inclusive development when administrative energy is aligned with the Chief Minister’s vision.It represents a tangible positive transformation in the daily lives of the people of Bansgaon. The Rs 1.5 crore prize money, he confirmed, will be utilised for developmental projects in education, health, nutrition, agriculture, basic infrastructure and livelihood generation, ensuring that the recognition translates into further tangible gains for residents.

From Challenge to Model Block

Bansgaon was once a region that faced typical developmental constraints common to many rural blocks. Through administrative efficiency, innovative local solutions, inter-departmental coordination and sustained focus on saturation of key services, the block has now emerged as a “Model Development Block” not only for Uttar Pradesh but as an inspiring example for aspirational blocks across the country.The success reflects the broader developmental push in Gorakhpur district under the state government’s leadership. Improved service delivery in health and nutrition, strengthened school infrastructure and learning outcomes, better support for farmers and allied activities, expansion of basic amenities, and greater social and financial inclusion have collectively produced this result.The achievement shows that when block-level administration is empowered and closely monitored, rapid and measurable progress is possible.

Significance Beyond Rankings

Securing the top position in Zone-2 carries significance on multiple levels. For the people of Bansgaon, it means improved access to essential services and a higher quality of life. For Gorakhpur district, it affirms that large-scale investments and administrative reforms are reaching the grassroots. For Uttar Pradesh, it provides a replicable template for other aspirational blocks. And for the Aspirational Blocks Programme itself, it validates the effectiveness of data-driven, outcome-oriented governance focused on the block as the fundamental unit of rural development.The prize funds will now be channelled into priority areas identified through the same KPI framework, creating a virtuous cycle of performance and investment.Continuous monitoring through NITI Aayog’s Champions of Change portal, combined with the state government’s ongoing schemes, positions Bansgaon to sustain its leadership and further raise the bar.
