Prayagraj: The Uttar Pradesh Board of Examinations has ordered statewide crackdown on unauthorised schools and illegal coaching practices, warning of strict legal and disciplinary action against violators.According to UP Board secretary Bhagwati Singh, reports have surfaced from multiple districts about institutions operating without official recognition and teachers from recognised schools engaged in private coaching in violation of rules. He emphasised that such practices not only breach provisions of the Right to Education (RTE) Act, 2009, but also go against guidelines issued by ministry of education for regulating coaching centres, thereby undermining academic discipline.Citing key regulations, Singh said, “Under Regulation 18 of the Board, any recognised institution admitting students in unapproved classes or subjects, or taking irregular admissions, will face stringent punitive action. Further, Regulation 11(a) mandates that admissions can only be made in approved classes and subjects after due recognition.” Admission of students from unrecognised institutions or coaching centres is deemed illegal and punishable, he warned.He also highlighted Section 18 of the RTE Act, which strictly prohibits establishment or operation of schools without recognition, with provisions for heavy penalties and legal proceedings. Additionally, under Sections 2 and 4 of the Uttar Pradesh Coaching Regulation Act, 2002, teachers employed in recognised schools are barred from offering services in private coaching institutes, with violations inviting strict disciplinary measures.Referring to orders issued by the high court in PIL No. 542/2024, Singh said authorities have been directed to identify all such unauthorised institutions across the state. In compliance, a high-level district committee headed by district inspector of schools (DIoS) has been formed under a govt order dated Jun 9, 2025, to investigate such cases.A special inspection drive will be conducted from Apr 6 to Apr 18, to identify illegal schools and take necessary action. Detailed reports must be submitted by Apr 30, and the same should be uploaded at Board’s website upmsp.edu.in. Singh warned that any laxity in implementing these directives would be treated as contempt of court, holding district-level education officers directly accountable.
