Patna: State transport commissioner Arif Ahsan on Tuesday directed district officials to ensure that driving licences and vehicle registration certificates are issued without unnecessary delays, with thousands of such applications being processed every day.Ahsan held a video conference with district transport officers, assistant district transport officers, motor vehicle inspectors and enforcement sub-inspectors to review transport services and revenue collection across the state. He said the Transport Department directly deals with the public and officials must give top priority to delivering services within the prescribed time. He also ordered daily monitoring of pending applications for their early disposal.Bihar is issuing an average of 2,339 driving licences and registering around 3,731 vehicles every day. Ahsan directed officials to ensure that applicants do not face avoidable delays in receiving their documents.He also ordered strict action against vehicles leaving showrooms without registration. Police stations across the state would be informed to ensure that vehicles being operated without valid registration certificates are impounded as per rules.The meeting also reviewed revenue collection. Muzaffarpur recorded 46% of its target, followed by Sheohar at 45%, Motihari at 44%, Patna and Bhagalpur at 42%, and Purnia, Araria, Samastipur and Kishanganj at 40%. Show-cause notices were ordered for officials in districts where collection remained below the prescribed targets.Ahsan further said backlog entry of vehicles registered offline would be discontinued after December 31. Owners can apply before the deadline by submitting the required vehicle documents, Form-23 registration certificate, Aadhaar card and other papers to the concerned district transport office. Vehicles whose backlog entry remains incomplete after the deadline would be declared invalid.
