Pune: State govt on Wednesday extended the Unified Development Control and Promotion Regulations to the Pune Metropolitan Region Development Authority area and the Maharashtra State Road Development Corporation’s 668sqkm Special Planning Authority zone, bringing the entire region under a uniform planning framework with immediate effect.The urban development department issued the order under Section 154(1) of the Maharashtra Regional and Town Planning (MRTP) Act, 1966, replacing the 2018 Development Control Regulations that had governed development in the Pune Metropolitan Region Development Authority (PMRDA) area until now.PMRDA metropolitan commissioner Abhijit Chaudhari said implementation of Unified Development Control and Promotion Regulations (UDCPR) would ensure greater transparency and uniformity in development permissions, building proposals and planning process. “The state’s decision will simplify and speed up decision making for citizens, developers and investors. It will also accelerate development projects and enable more effective planned development of the entire metropolitan region.”Minister of state for urban development Madhuri Misal, who has been following up the extension of UDCPR to the PMRDA area, said the govt’s latest decision would accelerate development projects, remove ambiguities over applicable development regulations for citizens and developers and give a fillip to the planned and sustainable development across the Pune Metropolitan Region.The order, signed by Pranav Karpe, deputy secretary, urban development department, has been forwarded to the director of town planning, the PMRDA metropolitan commissioner, and the Pune and Pimpri Chinchwad municipal commissioners, an official said. The notification extends UDCPR to the 668sqkm MSRDC Special Planning Authority area covering 117 villages.The state had, through a notification dated Oct 10, 2024, appointed MSRDC the Special Planning Authority for the Pune (outer) ring road and two proposed growth centres. According to the latest order, the UDCPR, which has been in force across Maharashtra since Dec 3, 2020, will also apply to this area.PMRDA had published the draft development plan (DP) for the Pune Metropolitan Region on Aug 2, 2021. However, the authority withdrew the process through a notification issued on Sept 27, 2025, cancelling proceedings initiated under Sections 23, 26 and 28 of the Maharashtra Regional and Town Planning (MRTP) Act. Until now, development in the PMRDA area continued to be governed by the 2018 Development Control Regulations.As UDCPR had already been implemented across municipal corporations and neighbouring planning authorities in the state, PMRDA sought similar regulations for its jurisdiction. A resolution to adopt UDCPR was approved at the authority’s 12th meeting, chaired by CM Devendra Fadnavis, who’s also the PMRDA chairperson.
