Patna: The Bihar government has agreed to conduct the fourth phase of the Teacher Recruitment Examination (TRE-4) in a single phase, following a meeting between the Education Secretary and a delegation of student representatives on Thursday. The students’ body unanimously decided to call off its agitation after the meeting, according to official minutes of the proceedings.
The meeting was chaired by the Secretary, Education Department, Bihar, and attended by the Deputy Inspector General of Police (Economic Offences Unit), the Special Secretary of the Education Department, the District Magistrate of Patna, the Senior Superintendent of Police, Patna, and student representatives who had submitted a signed list of demands.
Key decisions taken at the meeting:
TRE-4 will be held as a single examination, with further action on a “one candidate, one result” basis as per rules.
Complaints related to the 70th BPSC exam, various Bihar Staff Selection Commission recruitment exams, the 1799 Daroga (Sub-Inspector) recruitment exam, and the Bihar Eligibility Test (B.Ed) will be examined by a committee headed by a sitting judge of the Patna High Court. Complainants will present their case with evidence before this committee, and further action on the 1799 Daroga exam will follow only after the committee’s report. BPSC has also been asked to issue a recruitment calendar and conduct exams on schedule.
The stalled recruitment process for librarians will be restarted against existing vacancies.
A high-level committee will be constituted to examine a separate quota and weightage for contractual employees in state recruitment processes.
The domicile policy across Bihar’s recruitment processes will proceed in line with legal advice already obtained.
A proposal on a maximum age limit for recruitment processes will be placed before the same committee for consideration.
Consensus was reached on the need for a recruitment calendar to be issued and strictly followed.
The same Patna High Court judge-headed committee will also examine proposals to ensure transparency in question papers, OMR sheets and answer scripts for BPSSC-pattern exams.
The Economic Offences Unit is conducting a rule-based investigation into the alleged paper leak in the BPSSC-conducted AEDO and Sanitary Inspector exams.
All parties reiterated commitment to ensuring transparency, fairness and accountability across competitive examinations.
The department also rescinded, with immediate effect, its earlier circular No. 162/Go dated August 24, 2026, related to the same subject matter.
The decisions follow days of student protests in Patna, including an August 25 march from Gandhi Maidan toward the Chief Minister’s residence over TRE-4 negative marking, the 70th BPSC exam, and alleged irregularities in the Sub-Inspector recruitment process.
