Sammaan Capital Ltd on Tuesday said it is not an accused in investigations arising from allegations made in a public interest litigation (PIL), and has been identified as a victim of the alleged quid pro quo arrangements involving erstwhile Indiabulls Housing Finance promoter Sameer Gehlaut and certain borrower groups.
“Sammaan Capital Limited (SCL) was not an accused and was looked at as a victim of the alleged quid pro quo arrangements, if any, between the above borrower groups and Mr. Gehlaut and his promoter entities,” they said.
The company said the Supreme Court, based on allegations in the PIL, had directed registration of an FIR by the Economic Offences Wing (EOW) of the Delhi Police. The FIR, registered on December 15, 2025, named Gehlaut, DLF Group, Vatika Group, Americorp Group, Chordia Group and Reliance ADAG Group as accused.
Sammaan Capital, formerly Indiabulls Housing Finance Ltd, said it was not named as an accused and was instead considered a victim of the alleged arrangements.
According to the company, the EOW filed a status report before the Supreme Court on August 11, 2026, establishing that Sammaan Capital had received back all monies relating to loans extended to the five groups referred to in the PIL.
The Supreme Court has now asked the Central Bureau of Investigation (CBI) to examine the allegations in the FIR registered by the EOW, the company said.
Sammaan Capital reiterated that it is not an accused in the FIR and that it has been named as a victim in relation to the alleged quid pro quo arrangements.
Separately, the CBI is investigating transactions between companies of Yes Bank promoters and those of Gehlaut, the erstwhile promoter of IHFL. Sammaan Capital said the CBI’s application is restricted to allegations concerning Gehlaut, his promoter companies and Rana Kapoor, and does not involve the company.
The company said that over the last seven years, several statutory agencies, including the Ministry of Corporate Affairs (MCA), National Housing Bank (NHB), Securities and Exchange Board of India (SEBI), Reserve Bank of India (RBI) and EOW, Delhi Police, have looked into the allegations and found no violations by Sammaan Capital.
Sammaan Capital further said it is not an accused in any investigation arising from the allegations in the PIL. It added that since Gehlaut ceased to be promoter and divested his entire shareholding in 2023, he has had no connection with the company.
The company is now promoted by Abu Dhabi-based International Holding Company PJSC (IHC), which has committed to invest $1 billion in Sammaan Capital and controls its board.
