Gurgaon: The administration has sought action-taken reports from various departments following a dispute over a public green belt and right of way (ROW). The public green belt and ROW — adjoining Plot I-8, Block I, in South City-1 — has emerged as a safety concern. According to a representation submitted to the deputy commissioner, the ROW has remained partially obstructed despite earlier action by the department of town and country planning (DTCP). ROW is a path across private land that the public may use.Multiple govt agencies have raised issues related to firefighting access, electrical infrastructure, pedestrian movement and encroachments. With the matter reaching Haryana Human Rights Commission (HHRC), the district administration has sought the reports —to be filed before HHRC — from various departments, including police, MCG, HSVP, DTCP, DHBVN and fire services.The representation submitted to the DC by a resident, Satyadeep Jain, had sought a joint verification by the concerned agencies to establish the demarcation and custodial responsibility of the ROW. It demanded a coordinated action to clear the public ROW and restore it to its intended use, besides a clear action plan so that the potential “safety hazards” be addressed. It has sought “restoration of the green belt”, removal of all obstructions, fencing and preservation of pedestrian access, besides proper mapping of utility infrastructure.The complainant has argued that restoration of the ROW is not merely an issue of encroachment but also one involving public safety and accessibility. The complainant has alleged that the lack of clarity over the responsibility for complete clearance and restoration has allowed the situation to continue.Fire safety has emerged as one of the key concerns. A communication from fire services has flagged obstruction affecting firefighting access and the requirement for adequate manoeuvring space for fire tenders. The representation also refers to communication from DHBVN regarding electrical infrastructure at the site. It alleges that structures and coverings around electrical installations have restricted access for inspection and maintenance. The complainant has raised concerns that such obstructions could create additional risks, particularly during the monsoon when electrical leakage and emergency access become critical issues.The location has also been flagged for pedestrian safety. A traffic department communication referred to concerns at a blind corner where visibility for motorists and pedestrians is restricted. The representation claims that the location is used frequently by pedestrians, including children and elderly residents, increasing the risk of accidents.A major issue raised in the representation is the alleged lack of clarity over which agency is responsible for removing the remaining obstructions and restoring the ROW. South City-1 was handed over to the municipal corporation, while DTCP and other agencies have also been involved in enforcement and development-related matters.
