Patna: Proposed changes to building plan validity norms could provide relief to property owners and simplify construction-related procedures under the draft Bihar Building Bye-Laws 2026, which was reviewed by a high-level Group of Ministers (GoM) on Monday at a meeting chaired by deputy CM VijayKumarChaudhary at Sinchai Bhawan. The ministers discussed various provisions of the draft bye-laws and suggestions aimed at reducing unnecessary regulatory requirements.Urban development and housing department (UDHD) minister NitishMishra said the proposed bye-laws were designed to improve both “Ease of Doing Business” and “Ease of Living” by streamlining approval processes and reducing cumbersome rules.“The main objective of the Bihar Building Bye-Laws 2026 is to improve Ease of Doing Business and Ease of Living,” Mishra said. He added that the proposed framework would simplify construction-related procedures, enhance transparency and ensure better services for citizens.Mishra said the draft had been prepared in line with CM SamratChoudhary’s vision of planned, transparent and citizen-centric urban development. He said the new provisions were aimed at making the building construction process more convenient and efficient for the public.Chaudhary said the proposed amendments related to the validity of building plans were expected to provide substantial relief to property owners. He added that practical suggestions received from stakeholders would help make the proposed bye-laws more effective and citizen-friendly.UDHD principal secretary VinayKumar gave a detailed presentation on the draft Bihar Building Bye-Laws 2026 and its key provisions during the meeting.Rural development and information & public relations minister ShravanKumar, cooperative minister RamKripalYadav, and public health engineering minister SanjayKumarSingh attended the meeting. Senior officials of the UDHD and other departments concerned were also present.
