SRINAGAR , September 21: A four-day Regional Workshop on the National Supportive Supervision Framework (NSSF), Zone-3, commenced in Srinagar today, focusing on strengthening women-led community institutions and enhancing their sustainability.
Hosted by the Jammu & Kashmir Rural Livelihoods Mission (JKRLM) under DAY-NRLM, the workshop brings together NRLM officers and representatives from State Rural Livelihoods Missions of participating States.
Amit Shukla, Joint Secretary (Rural Livelihoods-I) at the Ministry of Rural Development, inaugurated the event virtually. He emphasized shifting from institutional scale to maturity, setting a milestone-based goal to develop 5,000 self-reliant Swawalambi Cluster Level Federations (CLFs) across blocks by 2031.
Dr. Monika B, Deputy Secretary for Rural Livelihoods, highlighted that CLFs must evolve into self-sustaining units. She stressed that these groups should independently build leadership and mobilize resources rather than rely on continuous external support.
Raman Wadhwa, Deputy Director of DAY-NRLM, discussed the potential of CLFs to implement the SHE LIFE programme. He noted that their grassroots networks can translate national policies into coordinated community action
Welcoming the participants, Mission Director JKRLM, Dr. Shubhra Sharma, said the workshop provides an important platform for collective learning, sharing of experiences and effective implementation of the NSSF.
The framework aims to strengthen Cluster Level Federations (CLFs) through supportive supervision, with focus on governance, human resources, financial self-reliance, member outcomes and social agency, enabling them to evolve into autonomous and self-reliant institutions.
The inaugural session also featured a documentary highlighting JKRLM’s achievements in women’s empowerment, entrepreneurship and sustainable livelihoods.
The four-day workshop will include technical sessions by national-level experts from DAY _NRLM focusing on strengthening linkages among SHGs, Village Organisations, Producer Groups, FPOs, government departments and local markets..and communities in a coordinated and sustainable manner.
The inaugural ceremony was attended Dr Shubhra Sharma, Mission Director JKRLM; Syed Sajad Qadri Sm Mission Director Ladakh Rural Livelihood Mission; Dr Jui Bhattacharya, National Mission Manager, Anshuman Singh, National program Manager; Additional Mission Director JKRLM (Kashmir) Syed Naseer ,I Ms Anita, Mehmood Hassan and Pankaj Suyal from NMMU besides Participants from Six States and Union Territories, including Jammu & Kashmir, Ladakh, Punjab, Haryana, Himachal Pradesh and Uttarakhand, are taking part in the workshop.
