Srinagar, Sep 21: The University of Kashmir is witnessing a major infrastructure expansion across its Main, South, North, Zakura and Kupwara campuses, with several projects worth crores either under construction, in the final stages or already completed, as per a government reply submitted in the J&K Legislative Assembly.
The reply was submitted in response to a question tabled by Javid Hassan Baig, MLA Baramulla, regarding the status of projects at different campuses of the University of Kashmir.
The Higher Education Department said there was no disparity in the sanctioning or allocation of infrastructure projects and funds among the Main, South and North campuses. It said project priorities and fund allocation are processed through the Registrar, University of Kashmir, based on priorities, availability of funds and applicable financial and administrative requirements.
At the Main Campus, construction of two residential quarters has an allotted cost of Rs 16.10 crore and is in the final finishing stage. The project was sanctioned in March 2023 and is scheduled for completion by September 25, 2026.
The second-floor Administration Block, Phase III, has an allotted cost of Rs 4.32 crore and has been completed and handed over.
A multipurpose indoor stadium has an allotted cost of Rs 12.35 crore and is currently under progress. The project is scheduled for completion by November 30, 2026.
Road upgradation and macadamisation work at the University has an allotted cost of Rs 3.63 crore and is also under progress, with completion targeted for September 30, 2026.
The upgradation of the Convocation Complex and Gandhi Bhawan has an estimated cost of Rs 10.50 crore, with the allotted cost still under process. The work is being executed by the Mechanical and Hospital Division, Srinagar, and the Construction Division.
The IT Park at Kashmir University is also receiving HVAC and infrastructure work, with an allotted cost of Rs 2.31 crore. The work is in the final finishing stage.
Work related to NAAC preparation has an allotted cost of Rs 1.71 crore and is under progress.
At Zakura Campus, construction of a Skill Development Centre has an allotted cost of Rs 2.96 crore and is under progress. It is scheduled for completion by October 31, 2026.
Another major project at Zakura Campus is a three-storeyed building for classrooms, faculty rooms, library, Teachers Education Lab, scholars’ room and washrooms. The project has an allotted cost of Rs 4.57 crore and is expected to be completed by March 31, 2027.
At North Campus, Delina, three infrastructure works have been completed. These include a greenhouse facility with a DSLR camera, a boundary wall from RD 0 to 500 and another boundary wall from RD 500 to 1000.
However, construction of the boundary wall from RD 1000 to 1500 remains halted due to a road-related issue with villagers. The project has an allotted cost of Rs 24.86 lakh. The government said the issue is expected to be resolved shortly.
The government reply also showed that Rs 40 lakh had been released for the project, while expenditure remained at zero.
At Kupwara Campus, construction of the administrative block has an allotted cost of Rs 7.90 crore and is in the final finishing stage. Several other works, including boundary walls, installation of a submersible pump and construction of a gravel-packed production tube well, have been listed as completed.
The South Campus is also witnessing infrastructure expansion. Construction of a residential block for teaching staff has an allotted cost of Rs 3.13 crore and is in the final finishing stage. The project is scheduled for completion by October 30, 2026.
Construction of a hostel at South Campus has an allotted cost of Rs 6.86 crore, with civil work currently in progress. The expected completion date is March 31, 2027.
The government has maintained that infrastructure projects are being taken up across the university campuses according to identified priorities and subject to availability of funds and administrative requirements.
