Patna: Chief secretary Pratyaya Amrit on Monday inaugurated the six-day training programme of master trainers who will later share their knowledge and skill with the other state administrative officers about the All India Services (Discipline and Appeal) Rules, 1969, as well as the Bihar Government Servants (Classification, Control, and Appeal) Rules, 2005.Addressing the officers via videoconferencing during the inauguration of the training session organised at Institute of Secretariat Training and Management (ISTM), New Delhi, on behalf of the directorate of the chief inquiry commissioner, Bihar, Pratyaya said the trained master trainers will disseminate their knowledge across Bihar and familiarise other officers with the rules.DG-cum-chief inquiry commissioner Deepak Kumar Singh said this is the first pilot project for master trainers, and future batches will also undergo training there. Singh said 99% of disciplinary proceedings in Bihar are dismissed by the courts due to procedural errors. He pointed out that these cases are dismissed on technical grounds rather than on their merits. This not only tarnishes the govt’s image but also results in significant financial loss.Singh said large-scale training sessions will be organised in Bihar for personnel ranging from administrative officers down to clerical staff to address this issue.This training programme is primarily a ‘training of trainers’ initiative, aimed at creating a cadre of master trainers across the state.
