Form ‘S’ for student visa holders

Legal action for non-compliance

Srinagar, Feb 17: The Directorate of School Education Kashmir (DSEK) has issued a directive mandating the registration of all foreign students studying in government and private recognised schools across the Kashmir Division through online submission of Form ‘C’ and Form ‘S’ in compliance with FRRO/FRO regulations.

In an official circular, the Director of School Education Kashmir said that all Principals and Heads of Government and Private Recognised Schools must adhere strictly to the provisions laid down under the Foreigners Act, 1946, the Immigration & Foreigners Act-2025, and the rules and guidelines issued by the Bureau of Immigration (BoI), Government of India, regarding the registration and monitoring of foreign nationals.

Mandatory online submission of Form ‘C’

The circular said that it is mandatory for all schools hosting foreign students — irrespective of the duration of their stay — to comply with prescribed procedures.

Every school providing accommodation to foreign students in boarding facilities, dormitories, or school-leased premises, or acting as a primary host or local guardian, must submit an Accommodation Report (Form ‘C’) on the designated online portal of the Bureau of Immigration.

Form ‘C’ must be submitted within 24 hours of the arrival or admission of the foreign student to the school premises. Schools that are not yet registered on the online portal have been directed to complete registration and ensure accurate submission of required details. Any subsequent change in accommodation must be reported immediately through an updated Form ‘C’.

Submission of Form ‘S’ for student visa holders

The directive further states that all foreign students holding a Student Visa and intending to stay in India for more than 180 days must be registered with the concerned Foreigners Regional Registration Officer (FRRO) or Foreigners Registration Officer (FRO).

As part of the registration process, the host institution is responsible for completing and submitting Form ‘S’ (Student Registration) to the FRRO/FRO. The process must be initiated within 14 days of the student’s arrival in India.

Schools have been instructed to facilitate and collect the necessary documents for Form ‘S’, including a completed Form ‘S’, copies of the passport (photo page, visa page, and latest entry stamp), bonafide certificate or admission letter, proof of residence or local address, four recent passport-size photographs, and any additional documents required by the FRRO/FRO.

DSEK has directed all institutions to ensure strict adherence to the regulations. Non-compliance with the mandatory submission of Form ‘C’ and Form ‘S’ within the stipulated timeframe will be treated as a serious violation of the Foreigners Act, 1946, and may attract legal action, including penal provisions, against the school management, Principal, or Head of Institution.
