Gurgaon: With Haryana having issued 81,735 rooftop-solar connections under the PM Surya Ghar Muft Bijli Yojana, the state is now taking the scheme to the doorstep of consumers through a two-month campaign of ‘Seva Setu’ camps across 23 districts.The camps, to be held in villages, blocks and urban local bodies during September and October, will provide assistance on registration, bank loans, subsidy, installation of rooftop solar systems and electricity connections, according to the state power distribution companies.The move comes as rooftop solar adoption has picked up sharply but consumers have also reported hurdles related to financing, documentation and installation. In a May review, Haryana govt said DHBVN had released 36,130 connections against a target of 1.2 lakh, while UHBVN had released 45,605 against a target of one lakh. The combined 81,735 connections represented about 37% of the two utilities’ combined target of 2.2 lakh.The Seva Setu camps are therefore being positioned as a single-window assistance mechanism, particularly for consumers who need help navigating the multiple steps involved in installing a rooftop plant. Officials will explain the application process, documents required, financing options, subsidy and the procedure for obtaining the associated electricity connection.The campaign is being undertaken on the directions of DHBVN and UHBVN managing director Vikram Singh. The utilities have also been asked to coordinate with banks and vendors to address implementation issues.The push assumes significance for Gurgaon, where demand for rooftop solar has surged. Around 13,000 applications were received in the city in five months, with over 4,200 systems operational, according to DHBVN figures reported in Aug. The discom has also allowed consumers under PM Surya Ghar to pay net-metering and auto-load enhancement charges through their first electricity bill after commissioning, instead of paying them upfront.Nationally, PM Surya Ghar has expanded rapidly. As of July 22, 2026, 48.02 lakh households had benefited from 39.7 lakh rooftop-solar systems, with 18.9 lakh beneficiaries reporting zero electricity bills during at least one billing period. By Aug 12, the number of beneficiary households had risen to 51.5 lakh, with 14.8 GW of rooftop capacity commissioned under the scheme.Centre’s scheme aims to cover one crore households. It provides central financial assistance of up to Rs 78,000 for residential systems of 3kW or above, while govt has also facilitated collateral-free loans at concessional rates for eligible consumers.“In Gurgaon, camps are scheduled in areas including Municipal Corporation Gurgaon, Manesar municipal corporation, Sohna, Pataudi-Jatauli Mandi and Farrukhnagar. Camps in the MCG area are scheduled for Oct 6, 7 and 8,” said DHBVN spokesperson Sanjay Chugh.The initiative will also cover rural areas, with camps planned at block headquarters and villages, allowing consumers to seek assistance without repeatedly visiting discom offices, banks or other agencies.
