Patna: The state govt has decided to lift restrictions on the sale, purchase and transfer of land in notified Greenfield Satellite Township areas after the final publication of their development plans, a move expected to provide relief to landowners and investors while facilitating planned urban expansion.The decision, approved by the competent authority, is aimed at ensuring balanced urban growth without affecting the implementation of satellite township projects. Once the development plans are notified, land transactions will be permitted under a regulated planning framework.According to a press release issued by the urban development and housing department on Wednesday, it had earlier prohibited the sale, transfer and development of land, as well as construction activities, in 11 proposed Greenfield Satellite Township areas until the master plans, or zonal plans in the case of Patna, were finalised. On June 19, 2026, the Bihar State Housing Board was authorised to purchase land directly from landowners to address concerns arising during the planning process.The govt is now prioritising the preparation and notification of master plans and detailed development plans for all proposed satellite townships. After the plans come into force, land use, infrastructure development, public amenities and construction activities will be regulated in accordance with the Bihar Urban Development Authority’s development plan and development control regulations.Officials said land acquisition, direct purchase and land pooling mechanisms will be initiated after the plans are notified. However, if authorities determine that permitting transactions after publication of the draft development plan will not impede development activities, the Bihar Urban Development Authority may allow land transactions even before final notification.The govt said the move would promote transparent land management, encourage investment and support the planned and sustainable development of Bihar’s proposed satellite cities.
