Thiruvananthapuram: The state govt will introduce legislation to provide legal guarantees to senior citizens, seek to pass the bill during the current assembly session and conduct a three-month file adalat from Oct 15 to clear 2.76 lakh pending e-files, said chief minister V D Satheesan at the post-cabinet briefing on Friday.Janasparsham, the file clearance adalat, will be held from Oct 15 to Dec 31 to clear pending files across govt departments. The exercise will be conducted through coordination among various departments, Satheesan said. “Every file has a life problem associated with it,” he said.Govt will introduce legislation to provide legal guarantees to senior citizens through a department for their welfare, in what Satheesan described as the first such initiative in the country. Steps would be taken to pass the bill during the current session of the state legislative assembly, he said.Govt will collect data on senior citizens and ensure that they aren’t left alone. Community groups, on the lines of Kudumbashree, will be established to provide care and support to them, Satheesan said.

The state govt has completed 568 of the 588 projects, achieving 96.6% of the target under its 100-day action programme, he said.Of the 1,737 project components under the programme, 1,681 have been completed, while 20 projects, involving the remaining 57 components, are in progress. All the pending projects have achieved more than 90% progress, according to govt-released figures.Forty-two departments have completed all their targeted projects. Among departments yet to achieve their full targets, electronics and information technology recorded 99% progress, completing 39 of 42 projects and 112 of 117 components. The public works department achieved 99% progress, completing 29 of 30 projects.The local self-govt department recorded 98% progress, completing 19 of 20 projects and 66 of 69 components. The AYUSH department achieved 96% progress, completing 10 of 11 projects and 32 of 37 components. The water resources department recorded 96% progress, completing 21 of 23 projects and 54 of 57 components.
