Srinagar, Oct 15: Commissioner State Taxes, Jammu and Kashmir, P.K. Bhat has directed officials to intensify revenue mobilisation efforts and ensure achievement of the monthly GST revenue target of ₹800 crore.

Chairing a meeting to review the revenue performance of Kashmir Division, Bhat stressed the need to align the Union Territory’s GST growth with the national average, which he said exceeds 15 per cent.

The meeting was organised by Additional Commissioner State Taxes, Kashmir Division, Parveez Ahmad Raina, who presented a review of revenue realisation, enforcement measures and the performance of various circles.

Bhat observed that the impact of GST rate rationalisation had largely stabilised, creating favourable prospects for improved revenue collection in the coming months.

He directed officers to closely monitor September returns, including quarterly filings under the QRMP scheme, and ensure timely filing of GSTR-1 returns to safeguard input tax credit (ITC) integrity and curb fraudulent transactions.

Referring to around ₹2,500 crore reflected in GSTR-7 returns, the Commissioner called for systematic follow-up to ensure timely realisation of the corresponding revenue.

He also called for greater use of data analytics to identify tax evasion, particularly through scrutiny of purchases from unregistered persons and verification of their supply chains. Officers were directed to use inspection and verification powers under Section 71 of the GST Act wherever legally permissible.

The Commissioner cautioned against initiating proceedings solely on the basis of third-party information and stressed the need for independent verification and due application of mind. He also directed time-bound follow-up of show cause notices and better preparation for defending departmental cases before the GST Appellate Tribunal.

Highlighting the revenue potential of tourism and hospitality, Bhat directed targeted inspections at destinations such as Gulmarg and Sonamarg to ensure tax compliance and recovery of legitimate dues.

He further called for continued surveillance of sectors vulnerable to fraudulent ITC claims and prompt action wherever wrongful availment or passing on of credit was detected.

Concluding the meeting, Bhat and Raina stressed accountability, proactive enforcement and timely implementation of the directions to achieve the prescribed annual revenue target.
