Annual ground rent Rs 10 per marla for 40 years

Srinagar, Feb 22: The government has accorded sanction for allotment of five marla state land on a lease basis to each family rendered landless due to natural calamities, including floods, landslides, cloudbursts, and earthquakes in 2025 in Jammu and Kashmir. It added that while no proposal is under consideration to introduce a policy for providing land or a house to landless or houseless families residing in Srinagar, the Assembly was informed recently.

In response to a starred assembly question tabled by MLA Shamim Firdous regarding providing land to landless families, the Revenue Department said that there is no such proposal under consideration in the department.

However, the department said that vide Administrative Council Decision No 64/5/2023 dated 21.06.2023 followed by government Order No. 118-JK (Rev) of 2023 dated 24.08.2023, sanction was accorded for the allotment of 05 Marlas of state land on lease basis in favour of landless PMAY (G)/Awas Plus beneficiaries out of Rural Development Department’s Permanent Waiting List (PMAY rural) 2018-19 as per the guidelines mentioned in the aforesaid Government Order.

Also, vide Council of Minister’s Decision No 144/19/2025 dated 22.12.2025 followed by Government Order No 01-JK (Rev) of 2026 dated 02.01.2026, sanction has been accorded to the grant of state land measuring 05 Marla in favour of each landless family rendered landless due to recent Natural Calamities (floods, landslide, cloudbursts, earthquakes) in 2025 in Jammu and Kashmir on lease basis for residential purposes.

The land is being provided without charging any premium and an annual ground rent of Rs 10 (Rupees ten only) per Marla for a period of 40 years, further extendable as per rules after due approval by the competent authority, subject to fulfilment of certain conditions mentioned therein.
