KANPUR: An FIR was being registered against Krishna and Paras Hospital in connection with the amputation of the hand of Nirmala Devi, mother of ITBP jawan Vikas Singh, after a committee formed by CMO Dr Hari Dutt Nemi submitted its second report to Police Commissioner Raghubir Lal and found negligence by both hospitals.Separately, in connection with ITBP personnel arriving in large numbers at the Police Commissionerate office, the CP wrote to the ITBP headquarters and their Director General, stating that departmental and disciplinary inquiry should be conducted at the relevant level and necessary action be ensured.Commissioner of Police Raghubir Lal stated that the revised inquiry report of the medical team constituted by the CMO was received. He said the previously received report was not conclusive and fault determination was not clearly established in it. He said correspondence was made again, asking the medical team to provide a point-wise clarification and a report including fault determination.The revised report deemed the excessive delay in treatment by Paras Hospital and Krishna Hospital as serious negligence, due to which the victim’s hand had to be amputated. On this basis, an FIR was being registered against both hospitals under relevant sections.Police said there was no disagreement or conflict of any kind between ITBP and the police. The ITBP Commandant and Medical Officer were invited to the police office for discussion regarding the case so that some important points related to the investigation could be reconsidered and a detailed examination could be conducted at the CMO level.During the meeting, the ITBP officers came along with a considerable number of force personnel, and the manner in which the force was stationed outside the police office sent a wrong message in the media. When the news appeared in the media, the Commandant was immediately asked to send back the force he had brought along.In this matter, a letter was sent to the ITBP headquarters and their Director General, informing them that departmental and disciplinary inquiry should be conducted at the relevant level and necessary action be ensured.
