Mangaluru: In view of the upcoming festive season and the public events and processions scheduled across Dakshina Kannada, Mangaluru City police commissioner Sudheer Kumar Reddy CH and Dakshina Kannada superintendent of police Arun K issued a 17-point set of guidelines for organisers.The guidelines will apply to events including Eid Milad on Tuesday, Krishna Janmashtami and Mosaru Kudike on Sept and 5, Ganesh Chaturthi from September 14, Navarathri Sharada Mahotsava from Oct 11 to 21, Deepavali from Nov 8 to 10 and Christmas on Dec 25.Organisers must submit complete details of the event, along with the names and contact numbers of responsible persons, while seeking permission. No permission will be granted if these details are not furnished. The designated persons will be held accountable for violations or untoward incidents.Police and authorised officials may inspect venues at any time. Organisers and participants have been asked to report suspicious activities or disturbances to the nearest police station or by calling 112. Use of drones or UAVs is not permitted without prior written approval from the competent authorityViolations will invite action under the Bharatiya Nyaya Sanhita, Karnataka Police Act and other applicable laws. Event-specific instructions on routes, timings and sound systems will be issued separately.Key guidelinesNo event or procession can be held without prior written permission from police and other departments concerned. Events on private property must have a no-objection certificate from the owner.Processions must follow the approved route and timings. No procession will be allowed beyond 11.30pm.DJs, high-decibel speakers and similar sound systems have been prohibited. Loudspeakers may be used only with prior permission and must be switched off by 10pm.Organisers must deploy round-the-clock security at venues housing idols, pandals or valuables. CCTV cameras must be installed and footage preserved for at least 30 days.Adequate volunteers must be assigned for crowd control, and the approved capacity must not be exceeded.Slogans, banners, performances and social media content promoting hatred, insulting religions or disturbing communal harmony will not be permitted.Temporary structures and vehicles must comply with prescribed safety and height norms. Vehicles must have valid registration, fitness, insurance and pollution-under-control certificates.Fire extinguishers, ambulances and first-aid facilities must be arranged. Toxic dyes, banned chemicals and single-use plastics are prohibited.Roads, footpaths and emergency access routes must remain clear. Parking shall be allowed only in designated areas.Banners and flex boards require prior approval, and organisers must remove all materials and clean the venue after the event.Carrying weapons or dangerous articles, unauthorised drone use and the use of animals without permission are prohibited.
