Hyderabad: Even as Telangana grapples with fiscal pressures, a sharp rise in property registration revenue has emerged as a bright spot for the state’s finances.Driven largely by the revision of govt land values in June, the registration and stamps (R&S) department has recorded an additional Rs 1,500 crore in revenue so far, this financial year, helping shore up govt revenues despite a slowdown in property transactions in several parts of the state.

Official figures show that the department earned Rs 8,710 crore between April and Oct 19 of the current financial year (2026-27), compared to Rs 7,217 crore during the corresponding period last year.Revenue growth was noticed despite a decline in registrations in recent months, particularly in the agricultural land segment. Officials attribute the higher collections largely to the increase in govt land values for registrations, which came into effect on June 5.So far this year, around 10 lakh documents, covering both agricultural and non-agricultural properties, have been registered. During the same period in 2025, the figure stood at 9.94 lakh. Officials said the marginal increase was mainly due to a surge in registrations during April and May, when around 20,000 more documents were registered than during the corresponding period last year.“As the state govt had indicated there would be hike in properties registration values, more number of registrations took place in April and May. The numbers slightly fell from June between 2,000 and 5,000 registrations a month. Generally, Oct is considered an auspicious month, but there is no considerable jump in the registrations yet,” an official of the R&S department told TOI.Officials said Oct and Nov are traditionally crucial months for property transactions and revenue generation. While registrations have not picked up as expected this month, they remain hopeful of improved activity in Nov.Govt sources said property transactions continue to show momentum in the core urban region (CURE), particularly in and around Hyderabad. However, registrations of agricultural lands have declined significantly across rural areas.Real estate industry representatives and officials attribute the slowdown in rural transactions to rising land prices. According to estimates, agricultural land values in several districts now average around Rs 20 lakh per acre, affecting demand and slowing the pace of transactions.Registrations of agricultural properties fell from 3.58 lakh during the corresponding period in 2025 to 3.37 lakh this year. However, revenue from the segment increased sharply from Rs 890 crore to Rs 1,189 crore due to higher registration values.“The number of agricultural properties was 3.58 lakh in 2025, and it fell to 3.37 lakh this year (2026). But the revenue rose to Rs 1,189 crore this year compared to Rs 890 crore in 2025 due to an increase in land values for property registrations. For non-agricultural properties, including housing plots, residential and commercial buildings, the registrations increased from 6.35 lakh in 2025 to 6.63 lakh in 2026 and revenue also increased from Rs 6,326 crore in 2025 to Rs 7,549 crore this year,” registration department officials said.Sources said the R&S department generated Rs 15,280 crore in revenue during the last financial year (2025-26). With collections already nearing Rs 9,900 crore this year, including revenue from stamp paper sales, officials are confident of meeting their target of around Rs 18,000 crore by March 2027.
