New Delhi: Delhi Commission for Protection of Child Rights (DCPCR) has taken cognisance of alleged lapses and misconduct by police personnel while handling the case of a 15-year-old girl rescued at Kashmere Gate after she ran away from her home in Uttar Pradesh’s Saharanpur.In proceedings dated Aug 14, 2026, the commission said it had received a communication from the chairperson of Child Welfare Committee-III regarding an Aug 12 order concerning the conduct of police personnel at Kashmere Gate police station. It said the alleged conduct appeared to violate provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015, as well as standard operating procedures governing the handling of children.DCPCR chairperson Om Prakash Vyas said the commission had also received an incident report from the deputy director, child protection unit, department of women and child development, Delhi, and a communication from the child helpline detailing the alleged inappropriate conduct by police officers.“According to the CWC order, the girl reached Old Delhi Railway Station on Aug 9 after leaving Saharanpur and was later found at Kashmere Gate. Around 12.30pm on Aug 11, an unidentified man allegedly tried to lure her with an offer of a job. A good samaritan rescued her and handed her over to the child helpline at Kashmere Gate around 4.30pm. The helpline called 112 between 5pm and 6pm. Personnel from Kashmere Gate police station, its police post and Kashmere Gate Metro police station arrived, but allegedly kept shifting jurisdiction among themselves. The CWC said the resulting dispute kept the girl waiting until midnight. She was eventually taken to an observation home around 2.15am-2.30am on Aug 12,” he explained.Vyas said the commission had also noted a serious failure of supervision by senior authorities and expressed concern that the incident may not be isolated.DCPCR has directed that a notice be issued to the Delhi Police commissioner, calling for a thorough inquiry and an Action Taken Report (ATR) within four weeks of receiving the order.
