Srinagar, Feb 10 : Jammu and Kashmir Pradesh Congress Committee (PCC) president Tariq Karra questioned the government’s decision to seek fresh loans under the Special Assistance to States for Capital Investment (SASCI) scheme, claiming that around rupees 1 lakh crore remains unspent.

Speaking during the budget discussion in the Assembly, Karra said only about 12 per cent of the budget had been utilised for capital expenditure so far.

He asked why additional borrowing was being pursued when substantial funds were already available.

“If such a large amount remains unutilised, what is the justification for taking fresh loans? Karra said, raising concerns over fiscal management and development priorities.

The PCC chief said that increasing borrowing could place an additional financial burden on Jammu and Kashmir. He also sought clarity on the government’s plan for utilising existing funds and ensuring effective implementation of development projects.

Karra said capital expenditure plays a key role in infrastructure development and employment generation and stressed the need for better utilisation of allocated resources.(KNS).
