Patna: Union minister and LJP(RV) chief Chirag Paswan has urged CM Samrat Choudhary to hold extensive consultations with stakeholders before finalising the proposed Assistant Professor Recruitment Regulations, 2026 in Bihar.In a letter to the CM, Chirag stressed that the proposed provisions should be examined carefully, keeping in mind the interests of students, aspiring candidates, guest teachers, universities and subject experts. He stated that a broad consultative process would help ensure that the new recruitment regulations are fair, transparent and beneficial for the state’s higher education system.He has specifically requested a review of several key points in the proposed regulations and demanded the implementation of ‘Table 3A’ of the UGC Regulations, 2018 for assistant professor recruitment. Chirag also called for the maximum age limit for candidates to be set at 55 years. Additionally, he advocated for making the recruitment of assistant professors in Bihar’s universities permanent and regular, and for implementing a domicile policy in the hiring process.Chirag also emphasised the need to preserve the autonomy of universities and colleges in Bihar. Furthermore, he urged measures to ensure the regularisation of services or the provision of fair opportunities for guest assistant professors, who have been serving in Bihar’s universities for years, prior to the appointment of regular assistant professors, taking into account their experience and future prospects.The minister particularly highlighted the concerns of guest teachers who have been serving in Bihar’s universities and colleges for several years. He said it was essential to ensure that their experience and professional future were protected while simultaneously providing fair opportunities to other qualified aspirants seeking appointment as assistant professors.He underlined the need for a transparent and merit-based system that provides equal opportunities to eligible candidates. He expressed hope that the govt would take into account the concerns and suggestions of students, teachers, universities and subject experts before giving final shape to the Assistant Professor Recruitment Regulations, 2026.The proposed regulations are expected to have a significant bearing on faculty recruitment in state universities and colleges, making wider consultation important for balancing institutional requirements with the interests of existing guest teachers and new aspirants, he wrote.
