Ranchi: The Comptroller and Auditor General (CAG) of India report on public sector enterprises, namely Jharkhand State Building Construction Corporation Limited (JSBCCL) and Jharkhand State Food and Civil Supplies Corporation Limited (SFCSCL) has revealed several irregularities in the implementation of schemes.State Parliamentary affair minister Radha Krishna Kishore tabled the report in the state assembly on Monday.In its report, the CAG stated that the test audit conducted in 2022-23 FY revealed that the JSBCL did not return Rs 60.95 crore received from the user departments for execution of 24 works which were subsequently abandoned. “The amount was kept in the company’s personnel ledger for a period of four to seven years,” the CAG said.It further said the inability of the company to foresee the adverse impact of constructing a degree college building in the vicinity of a high-tension wire rendered an expenditure of Rs 12 crore unfruitful.Furthermore, the construction of a permanent campus for Jharkhand Raksha Shakti University was taken up in June for completion by May 2020. Based on the direction of govt, the work was, however, closed in July 2021, adding that after an expenditure of Rs 12.1 crore, the building is lying idle.It stated that out of the 46 test-checked completed works of the company, 37 were handed over to the user departments with delays of more than two years, and the remaining nine were not handed over even after four years of their completion. “This was due to a lack of coordination between the user department and the company,” it said.On SFCSCL, the CAG report said that a test check of nine districts revealed that during procurement of 10.07 lakh metric tonnes of paddy valued at Rs 1,889.48 crore, the first instalment was paid to 92% of the farmers with delays of 775 days, and the second instalment was given to 77% of the farmers with delays up to 370 days. The 9 districts were Chatra, Dumka, East Singhbhum, Garwah, Hazaribag, Koderma, Palamu, Ranchi, and West Singhbhum.The audit of the gram panchayats stated that administrative approval of 175 schemes, including construction of roads, drains, and pavers, was delayed with no reason on record in 63 checked gram panchayats. It added that 6 works worth Rs 65.88 lakhs were split into 19 in order to avoid sanction by the higher authority.
