Guwahati: The Assam govt has constituted the 8th Assam Pay Commission to revise the pension structure and pay and service conditions of its workforce, nearly a decade after the last revision.The new panel will be chaired by Subhash Chandra Das, former additional chief secretary, and will include seven other members. According to the finance department’s notification, the commission has been given 18 months to submit its recommendations.

The last pay revision for state employees came into effect on April 1, 2016, following the 7th Assam Pay & Productivity Pay Commission.With the new exercise, the govt aims not only to update salaries and allowances but also to introduce structural reforms in human resource management, technology adoption and outcome-based governance.“The govt is committed to strengthening fiscal sustainability, improving service delivery outcomes and enhancing administrative efficiency. It is of the considered view that revision of pay structure must be accompanied by structural reforms in manpower rationalisation,” the notification stated.The 8th Pay Commission will exclude officers of All India Services, posts under UGC/AICTE technical pay scales, and judicial service officers whose salaries are governed by national judicial pay panels.Apart from salaries, the commission will also examine pension structures and family pensions, particularly in relation to inflation and the Consumer Price Index, and recommend systems for dearness relief and pension revision.
