Chennai: Vietnamese EV maker VinFast has proposed a Rs 7,000-crore Phase II expansion at its Tuticorin manufacturing complex, widening its production portfolio beyond passenger cars to include electric scooters and buses. The expansion would significantly increase the scale of operations at the factory located in the southern Tamil Nadu port city and is expected to transform the unit from a modest electric car plant into a sprawling manufacturing hub for cars, scooters and buses.To cater to the growing demand for electric mobility and align with the Indian government’s FAME-II and Atmanirbhar Bharat initiatives, VinFast has planned a substantial Phase II ramp-up. This expansion will increase the total production capacity to 2 lakh electric cars, 10 lakh electric scooters, and 2,000 electric buses per year, according to documents submitted for environmental clearance.The move comes less than a year after the company commenced production at its Tuticorin plant, and launched two locally assembled electric SUV models for the Indian market. Having established itself among the country’s top five electric car manufacturers by volume, VinFast is now looking to expand into other segments.VinFast has already invested about Rs 1,200 crore in the first phase of its 408-acre manufacturing facility in Tuticorin, creating an annual production capacity of 50,000 electric cars.In Dec 2025, the company announced plans to expand its Indian portfolio beyond cars to include electric buses, e-scooters and charging infrastructure. The proposed expansion will involve dedicated production lines, workshops and testing facilities for the new vehicle categories.VinFast has repeatedly reiterated India and Southeast Asia as key pillars of its international expansion strategy. Its move also reflects growing recognition among global manufacturers that India’s electric mobility story is not just about cars. Unlike China, where electric passenger vehicles dominate the headlines, India’s electrification journey is unfolding from the bottom up. Two-wheelers account for more than half of all battery-powered vehicle sales in the country.Poonam Upadhyay, director at Crisil Ratings, points out that the electric two-wheeler segment has reached a structurally higher growth trajectory, supported by improving cost economics, rising fleet demand and growing commitment from OEMs. Public transport, meanwhile, is emerging as another pillar of the transition, supported by government programmes.For Tamil Nadu, VinFast’s expansion is another endorsement of the state’s ambition to emerge as a major electric vehicle manufacturing hub. With the state already housing a dense network of automotive suppliers, vehicle manufacturers and export-oriented factories, Tamil Nadu has emerged as one of the preferred destinations for global manufacturers seeking an alternative production base in Asia.
