The Shop Construction/Shop Operation Scheme for Rehabilitation of Persons with Disabilities (PwDs), also known as the Divyangjan Dukaan Nirman/Prachalan Yojana, is a specialised initiative by the Uttar Pradesh government’s Department of Empowerment of Persons with Disabilities.It promotes economic self-reliance and rehabilitation by enabling PwDs to establish and run small businesses such as tea stalls, mobile repair shops, stationery stores, general provisions outlets, kiosks (khokha/gumti), or handcarts.Chief Minister Yogi Adityanath’s vision for this scheme and broader PwD welfare since 2017 has been rooted in the principle of “Sabka Saath, Sabka Vikas” — ensuring inclusive development where the benefits of governance reach the last person, including divyangjans.He has consistently emphasized shifting from charity-based welfare to genuine empowerment and self-reliance, enabling PwDs to become self-employed contributors to society rather than remaining dependent.BeneficiariesEligible beneficiaries (those with 40% or more disability holding a valid certificate) receive financial assistance structured as a mix of loan and grant. For shop construction, up to Rs 20,000 is provided (Rs 15,000 as loan at 4% interest + Rs 5,000 as grant). For shop/kiosk/handcart operation, up to Rs 10,000 is given (Rs 7,500 loan + Rs 2,500 grant).The scheme has transformed the lives of thousands by fostering dignity, family support, and community role models, with notable impact in recent years — including 1,046 beneficiaries empowered in FY 2024-25 alone through nearly full utilization of the allocated budget.Under his leadership, the scheme has been actively implemented and promoted as part of a comprehensive push that includes increased disability pensions (benefiting over 11 lakh persons), issuance of UDID cards to more than 16 lakh divyangjans, skill development programs, establishment of rehabilitation centres, and efficient grievance redressal (over 96% resolution rate).How to Apply
- A disability of 40% or more (valid certificate from a competent medical authority), age between 18-60 years, and meet income/residency criteria as per scheme guidelines.

Achievements of the schemeEmpowerment of over 9,000 Divyangjans for self-employment — Cumulatively under the scheme (particularly in the last several years), more than 9,000 persons with disabilities have been supported to set up and operate small shops, kiosks, or handcarts, enabling them to achieve economic independence and support their families.High-impact implementation in recent years — In FY 2024-25 alone, the scheme benefited 1,046 PwDs across districts with nearly 99% utilization of the allocated Rs 1.06 crore budget. Beneficiaries have successfully started ventures like tea stalls, mobile repair shops, and stationery stores, restoring dignity and positioning them as community role models.
