UPSRLM: How Uttar Pradesh is strengthening rural livelihoods through women-led SHGs

Yogi Adityanath’s vision for the Uttar Pradesh State Rural Livelihood Mission (UPSRLM) revolves around transforming rural women into empowered agents of economic change and self-reliance. He sees SRLM as a powerful tool to organize crores of women into Self-Help Groups, equip them with skills, financial resources, and market linkages, and enable them to become micro-entrepreneurs and lakhpatis.Under his leadership, the mission aligns with the larger goal of building a $1 trillion economy by making rural women active partners in development — moving beyond mere poverty alleviation to creating sustainable livelihoods in agriculture, food processing, dairy, and other sectors. Yogi emphasizes women-led institutions as the foundation of a strong, self-reliant Uttar Pradesh where empowered SHG members contribute to household income, community welfare, and overall state progress.UPSRLM has achieved significant milestones, making Uttar Pradesh one of the leading states in DAY-NRLM performance. It has mobilized a large number of women into SHGs, provided capitalisation support exceeding targets, and covered over 11 lakh Mahila Kisans under sustainable agriculture practices.The mission excels in Bank Sakhi programs for financial literacy, DDU-GKY skill training, and innovative livelihood models like community enterprises and bio floc farming. These initiatives have enhanced household incomes, promoted women’s economic independence, and strengthened grassroots institutions across the state.Eligibility Criteria

  • Targeted at rural poor households, with priority to women from Below Poverty Line (BPL), SC/ST, minority, and other vulnerable communities.
  • Any woman above 18 years from a rural household can join or form an SHG (typically 10-20 members).
  • Special focus on destitute, landless, and women-headed families; no upper income ceiling but preference is given to the poorest of the poor.

How to Apply / Join

  • Interested women can approach the local Village Organization (VO), Block Resource Centre, or UPSRLM field staff (Community Resource Persons).
  • SHGs are formed at the village level through a participatory process; no formal online application is required for basic membership.
  • Once the SHG is formed and graded, it gets linked to banks for Revolving Fund, Community Investment Fund, and livelihood support. Details and updates can also be checked on the official UPSRLM website or through the DAY-NRLM portal

Achievements of the scheme

  1. Massive Women Mobilization and SHG Expansion — Under Yogi Adityanath’s government, UPSRLM has mobilized over 1 crore 6 lakh rural women into Self-Help Groups, making Uttar Pradesh a frontrunner in DAY-NRLM. This has created strong women-led institutions across rural areas, significantly enhancing social capital and collective action.
  2. Livelihood Promotion and Economic Empowerment — The mission has enabled lakhs of women to become micro-entrepreneurs through skill training, financial linkages, and market support. It has covered over 11 lakh Mahila Kisans under sustainable agriculture practices and helped thousands of SHG members earn sustainable incomes, with many progressing towards becoming lakhpatis (earning Rs 1 lakh+ annually).
