Lucknow: Uttar Pradesh has secured the top position in the country in implementing the vehicle scrapping policy, with the state leading in the scientific and environment-friendly disposal of old, unfit and polluting vehicles, officials said.Minister of state for transport (independent charge) Dayashankar Singh said the Yogi Adityanath govt’s focus is not limited to removing ageing vehicles from roads, but also includes promoting clean transportation, improving road safety and ensuring scientific waste management through recycling and a circular economy.Transport department data shows that more than 4 lakh vehicles had been scrapped across India as of July 31, 2026. Of these, over 2 lakh vehicles—officially recorded at 1.97 lakh—were scrapped in Uttar Pradesh alone. This places the state’s share at about 48.5% of all vehicles scrapped nationally, reflecting what the department described as strong policy implementation and increased participation by vehicle owners.Alongside the higher scrapping numbers, the state has expanded the infrastructure required to process end-of-life vehicles in a regulated manner. Uttar Pradesh currently has 92 licensed Registered Vehicle Scrapping Facilities (RVSFs), of which 51 are operational. Officials said the network provides vehicle owners an authorised alternative to unregulated scrap dealers, helping ensure safe dismantling and proper handling of waste.The policy also offers financial incentives to eligible owners who replace scrapped vehicles using a Certificate of Deposit. Road tax rebates of up to 15% are available for non-transport vehicles and up to 10% for transport vehicles. In the National Capital Region, under specified conditions, owners replacing old trucks or buses with new vehicles can avail themselves of road tax exemptions of up to 100% for 10 years.The transport department said inspections and monitoring are being carried out to ensure compliance with prescribed scrapping standards. After complaints were received in July 2026, a special inspection drive was conducted, with joint teams assigned in each division to review facility operations.Singh said steps are also being taken to accelerate the shift towards clean transportation in the state’s NCR region. He urged residents not to dispose of old or unfit vehicles through unauthorised dealers and to use only registered scrapping facilities.
