Chandigarh: A joint inspection by the Chandigarh Pollution Control Committee (CPCC) and the Municipal Corporation has concluded that untreated sewage flowing into a seasonal rivulet near Shivalik Enclave originates from Panchkula and Haryana, not from Chandigarh.The findings were submitted to the National Green Tribunal (NGT) in a compliance report filed in connection with a petition alleging that untreated domestic sewage was being discharged into a stormwater drain adjacent to Shivalik Enclave.The case stems from a plea by Chandigarh resident Jagdeep Sharma, who alleged that sewage was contaminating the rivulet. Acting on the petition, the NGT had, on Dec 17, 2025, constituted a joint committee comprising the deputy commissioner, Chandigarh, and the CPCC to inspect the site and submit its findings.Officials from the CPCC and the MC carried out the inspection in the presence of the complainant. During the visit, Sharma reiterated that untreated sewage and effluents were being discharged into the rivulet, which carries stormwater from Panchkula.The inspection covered the stretch from Shivalik Enclave in Manimajra to Mansa Devi Complex in Panchkula. Officials observed that untreated sewage entering the rivulet from two locations in Haryana — Bhainsa Tibba village in Mansa Devi Complex and a slum cluster along Mansa Devi Road near a hospital.The committee reported that no sewage or wastewater discharge into the rivulet was found from the Chandigarh side. It concluded that the pollution was originating entirely from areas falling within the jurisdiction of Panchkula, Haryana.The compliance report has been placed before the NGT for further consideration. It also noted that although the tribunal constituted the joint committee in Dec 2025, the order was received by the CPCC only in March 2026 after being forwarded through the Haryana State Pollution Control Board, following which the inspection was carried out.
