Kolkata: Unmapped voters across the state are set to have a last chance to submit documents before Saturday hearing deadline. But, 72 hours before the deadline, confusion prevails over the same.The problem arose on Thursday morning with BLOs of several constituencies reportedly receiving a form for field entry reports from supervisors meant for unmapped voters having no EC-notified documents to make it to the electoral roll. But in the evening, CEO Manoj Agarwal said he was in the dark about the form, which he termed “illegal”. The BLOs across the city and suburbs said EROs and AEROs asked them to make unmapped voters’ field entry reports, by which they can get their names retained in the roll. They also sent forms to the BLOs on Thursday morning.The field enquiry report’s format requires five authorised voters from the same locality to sign it along with the respective BLO and supervisor to certify the authenticity of an unmapped voter.CEO Agarwal claimed that he was in the dark about it and that no instruction came from EC. “The forms are illegal. The EC did not send any form. I sought reports from DMs in South 24 Parganas and Murshidabad, as form distribution in Jadavpur and Hariharpara came to my notice.”Later, he posted on social media: “The above document being circulated on social media is incorrect/false. EROs/AEROs are required to consider the documents mentioned by ECI in SIR notification of 27.12.2025 and those referred to in order dated 19.01.2026 of Hon’ble Supreme Court of India…” Several BLOs said they received forms on Thursday. After the CEO’s “illegal” stamp, BLOs wonder if they should start visiting houses of unmapped voters to make field enquiry reports. A BLO in Jadavpur said, “I got the form from my AERO, who is under the Alipore SDO office. To my knowledge, the form came to us from the SDO office. He instructed me to visit houses of unmapped voters and get the forms signed by 5 neighbours, apart from me and my supervisor.“Following the instruction in the format, an unmapped voter’s 5 neighbours whose signatures are taken will have to confirm authenticity of the person as a voter. They will have to declare that he/she belongs to an economically disadvantaged section, that the person has poor educational qualifications and is unable to produce SIR documents and that he/she lived in the area for over 50 years.Swapan Mandal, general secretary of Votekarmi O BLO Aikya Mancha, said, “The EROs and AEROs appear to have sent the forms to BLOs without informing the CEO.”
