Ghaziabad: Over a month after an Allahabad high court ordered an inspection in a case pertaining to the functions of the authorities under Societies Registration Act, a key official visited the deputy registrar’s office on Friday.Registrar of firms, societies and chits (UP) Alka Verma carried out the inspection of the office in which she went through files and asked about pending cases, ahead of the HC hearing on Sept 22.The issue pertains to the city’s Classic Residency society in Raj Nagar Extension, in which the deputy registrar’s office had declared an election null and void. The election of the RWA body has been referred to as “time-barred” by deputy registrar, firms, societies and chits.Deputy registrar (Ghaziabad) Nikhleesh Rajan told TOI, “On the specific complaint of a resident, the RWA election of the society was declared time-barred. The one-year term of the office came to an end on Feb 27 this year, but the election process was formalised only on April 5, and on June 1, the election was declared time-barred. Former deputy registrar interpreted the said section and declared it time-barred. The matter is in HC now.”On July 31, the HC directed the registrar to conduct the inspection to examine compliance with the provisions of rules pertaining to time-barred clauses. The HC had said a substantial number of such matters are engaging the time of “this court”, indicating the need for a systematic review of the manner in which the statutory functions of the authorities are being discharged. The court also noted that the office of registrar is not working in conformity with Uttar Pradesh Societies Registration Rules, 1976.The court had directed UP’s registrar to come up with the inspection report on Sept 22, especially pertaining to section 25(1) of the Societies Registration Act, besides other relevant provisions as may be necessary for the last three years.“Prior to Ghaziabad, Verma also inspected Agra office, which was at the direction of the Allahabad HC,” said Rajan.
