Chandigarh: A teachers’ body representing aided colleges in Chandigarh has sought Prime Minister Narendra Modi’s intervention over the alleged delay in implementing the University Grants Commission (UGC) Regulations, 2018, for promotions under the Career Advancement Scheme (CAS).The Chandigarh Aided Colleges Teachers’ Association (Cacta) said it has sought an appointment with the Prime Minister during his proposed visit to Chandigarh on July 17 to raise the issue.According to the association, the Chandigarh administration is implementing the regulations from April 1, 2022, while teachers contend that they should be applicable from July 18, 2018, the date on which the UGC notified them.Cacta said a clarification issued by the UGC through a response on the Prime Minister’s Public Grievance Portal (CPGRAMS) stated that the regulations are applicable from July 18, 2018.Cacta president Minakshi Rathore said eligible teachers should not be denied CAS promotions due to what she described as an incorrect interpretation of the regulations.General secretary Amitabh Dwivedi said the issue has remained unresolved for nearly eight years, resulting in several teachers retiring without receiving due promotions and the associated financial benefits.
