Hyderabad: The state govt has constituted a multi-departmental designated authority to examine, certify and annually renew approval for electronic enforcement devices used to issue traffic challans.The move follows directions issued by the Supreme Court in S Rajaseekaran vs Union of India, asking all state govts to implement Section 136A of the Motor Vehicles Act, 1988. Through its orders dated Sept 2, 2024, and Oct 7, 2025, the court directed states to immediately notify a designated authority to oversee certification of electronic traffic enforcement devices.Acting on a proposal submitted by the Telangana transport commissioner, the state govt notified a six-member authority headed by the transport commissioner. The panel includes a senior officer with experience in traffic enforcement, nominated by the DGP, and four other senior officials.The govt has also authorised the authority to frame its own procedures for testing and certifying electronic enforcement devices. These procedures must be consistent with Rule 167A of the Central Motor Vehicles Rules and technical standards prescribed by the ministry of road transport and highways from time to time.
