Gurgaon: The city authorities have decided to introduce a structured monitoring system aimed at “fixing accountability” for civic issues on the ground. The monitoring mechanism includes setting up a committee to be headed by the MCG commissioner. The committee — comprising officials from HSVP, GMDA, the corporation and other concerned departments — will be responsible for fixing clear accountability at the level of junior engineers (JEs).Repeated complaints of sewer overflows, leaking pipelines, sanitation gaps and unchecked encroachments have triggered the administrative action. The dedicated monitoring mechanism was mooted at a district coordination committee meeting, chaired by Haryana’s principal advisor for urban development DS Dhesi, on Wednesday. The objective of the mechanism is early identification of problems and their “timely resolution” to improve delivery of urban services, Dhesi said.“The geographical jurisdiction and responsibilities of each JE will be clearly defined, including the specific length of area under their charge. A fixed timeline for inspection and reporting will also be established. Each JE will conduct a physical inspection of their assigned area at least once every three days and submit a detailed report to their senior officers regarding sewer overflows, pipeline leakages, encroachments and other engineering and sanitation-related issues,” Dhesi added.At the meeting, the road repair programme of 2026 was also reviewed, along with compliance with directions issued by Commission for Air Quality Management, operationalisation of the GMDA boosting station in Sector 72 and progress of the master stormwater drain from Vatika Chowk to NH8.Officials said that the water supply pipeline along the Dwarka Expressway is being laid and the boosting station is likely to be commissioned by the first week of March. The stormwater drain project along SPR, from Vatika Chowk to NH8, is targeted for completion by May 31. Dhesi directed departments to adhere strictly to the timelines.Development works at Gurgaon railway station were also discussed. Proposed improvements include construction of a second entry gate and measures to streamline pedestrian movement and entry-exit systems. Officials were asked to prepare a comprehensive connectivity plan for the area.Illegal discharge of sewage into a stormwater drain by a coloniser in Sector 66 and Sector 67 was reviewed. Dhesi directed immediate disconnection of the illegal sewer line and instructed the coloniser to apply for a proper connection. As an interim measure, the sewage generated must be transported to a designated STP for treatment to prevent environmental and public health risks.Dhesi said that if sewage tankers are found dumping waste in open areas and are impounded by municipal corporations, Haryana State Pollution Control Board will take strict action against the concerned society or institution. The pollution control board was also directed to conduct regular monitoring of operational RMC plants and construction sites, particularly excavation sites, to ensure compliance with environmental norms.
