Mumbai: Slamming the Maharashtra Public Service Commission (MPSC) for the delay in submitting its annual reports on time, NCP (SP) MLA Rohit Pawar said the commission has just published the 2022-23 report on its official website, pointing to a four-year lag.Officials said under Article 323 of the Constitution, MPSC must submit an annual report of its work to Governor. They said the report for 2023-24 has already been submitted, but it will be published on the website after it is tabled before the state legislature at the next session.Officials explained that since data collection takes time after the financial year ends, reports take time to get ready and then have to be sent to Governor through the state govt, and then each is tabled before the state legislature. Once accepted by the legislature, it is routed back the same way to MPSC and then published, which often leads to delay.“MPSC is a constitutional body. The future of lakhs of students is determined through the examinations conducted by this institution. Under Article 323 of the Constitution, it is mandatory for the MPSC to submit its annual report to the Governor every year. Yet, the MPSC’s annual reports are not published for five years at a stretch. Now 2026 has begun, and the MPSC has just published the 2022-23 report on its official website. By releasing a report from a full four years ago today, what exactly does the MPSC aim to achieve? This alone reveals the efficiency of the commission and its corrupt chairperson. In addition, fed up with all this chaotic mismanagement, students across the state are demanding the resignation of Vivek Bhimanwar, who is leading the MPSC toward decline. We will not back down until this resignation is accepted,” Rohit said in a post on X.Officials said that usually the reports take time because they are sent to the state General Administration Department (GAD), and this is usually treated as non-critical work.“Data collection begins after the financial year ends and takes three months. Then the report is prepared and sent to the GAD. It approves the report, unless there are any queries which adds to the delay, and then sends it to the governor. Then it has been to be tabled and accepted by the state legislature. This can be done only when the legislature session is on. Then it comes back and is published. Historically, there has been a 3-4 years gap in publishing these reports and delay is not a new phenomenon,” an official said.Annual reports serve as an official record of the commission’s activities, performance and operational integrity for a given fiscal year. These documents are structured to maintain transparency, detail recruitment metrics and fulfil constitutional accountability to the state legislature.
